Come la polarizzazione politica influenza le relazioni civili-militari: il caso turco

Abstract

L'elaborato vuole fornire un'analisi dell'impatto della polarizzazione politica in Turchia sulle relazioni civili-militari del paese, non tralasciandone il rapporto di reciprocità. La Turchia fornisce un esempio perfetto dell'impatto della polarizzazione sulle citate relazioni in quanto è largamente considerata dalla letteratura come uno dei paesi più polarizzati al mondo (Erdogan 2016; Aydın-Düzgit and Balta 2018; Aytaç, Çarkoğlu, and Yıldırım 2017; Konda 2017; Yılmaz 2017; Erdogan and Uyan Semerci 2018; McCoy, Rahman, and Somer 2018). Va comunque tenuto in considerazione che la maggior parte della letteratura riguardante il rapporto tra polarizzazione politica e relazioni civili-militari si focalizza sugli Stati Uniti- Quindi, per quanto necessaria per una larga comprensione del fenomeno, uno studio specifico suy di un contesto differente è fondamentale per arricchire il campo di conoscenza. L'obiettivo finale è di provare se e quanto le teorie esistenti sulle relazioni civili-militari e la polarizzazione politica si applicano al caso turco e quali sono gli elementi di discordanza tra loro. Nel primo capitolo, la letteratura rilevante verrà riportata al fine di favorirne una comprensione critica. Successivamente, saranno esposte le relazioni civili-militari dalla nascita della Repubblica fino al tentato golpe del 2016. I cambiamenti principali saranno studiati alla luce delle teorie più rilevanti, quali la "separation theory" di Huntington e la "concordance theory" di Schiff. Infine, la polarizzazione politica verrà vista sia come causa che come effetto dell'egemonizzazione del potere di Erdogan sull'istituzione militare. Per una piena comprensione dell'esperienza turca sarà necessario procedere anche con ricerche comparate.

The following work aims to give an updated analysis of the nature of the impact of Turkish political polarization on its civil-military relations, not underestimating their mutual relationship. Turkey gives us a perfect example of the impact of political polarization on the mentioned relations since it is widely considered by the literature as one of the most socially and politically polarized countries in the world (Erdogan 2016; Aydın-Düzgit and Balta 2018; Aytaç, Çarkoğlu, and Yıldırım 2017; Konda 2017; Yılmaz 2017; Erdogan and Uyan Semerci 2018; McCoy, Rahman, and Somer 2018). Specifically, this phenomenon will be analyzed from the fall of the Ottoman Empire until today’s Erdogan’s appropriation of power. It must be said that most of the literature concerning political polarization and civil-military relations focuses on the United States from many perspectives. Necessary as it is to the broader comprehension of the civil-military relations phenomenon a specific study on a different context is needed to enrich the consolidated knowledge of the argument. The final aim of the work is to prove if and to what extent existing theories about civil-military relations and political polarization apply to the Turkish case and what are the elements of discordance between them. The study will be conducted in a threefold structure. In the first chapter, an overview of the relevant literature will be provided. Then, the Turkish civil-military relations since the birth of the Turkish Republic until the 2016 coup will be exposed. The main changes in patterns will be studied in the light of relevant theories, especially Huntington’s professionalism and Schiff’s concordance theory. Finally, in the third chapter conclusions will be drawn on the current Turkish system and how political polarization can be considered as a part of both the cause and the result of Erdogan’s hegemonic power and his personalization of the military institution also through a comparative research.
