Decentramento e grandi opere: i Municipi di Genova e il Tunnel sub-portuale

Abstract

L’obiettivo della ricerca è indagare il rapporto tra il decentramento amministrativo e le grandi opere del territorio. Nello specifico focalizzeremo la nostra analisi sull’evoluzione del decentramento genovese e sul suo rapporto con i grandi progetti in via di definizione, in particolare il progetto del Tunnel sub-portuale. Il documento si sviluppa su tre direttrici principali. La prima è inerente alla giurisprudenza del decentramento genovese e alla sua evoluzione nel tempo, con un particolare focus sulla sua ultima fase normativa. In conclusione di questa prima parte analizzeremo anche le evoluzioni del decentramento di tre grandi comuni del Nord Italia e di come esse si confrontino con le recenti modifiche genovesi. Nella parte centrale analizzeremo i tre municipi interessati dal progetto del Tunnel sub-portuale, la composizione della loro classe politica locale e di come quest'ultima si sia evoluta nel corso degli ultimi anni, ponendo un confronto con alcuni studi precedenti. In conclusione di questa seconda parte ci concentreremo sui lavori istituzionali portati avanti da ognuno dei tre municipi e di come questi affrontino i grandi temi del territorio. Nella terza e ultima parte affronteremo nello specifico il tema del Tunnel sub-portuale e di come il suo progetto sia stato affrontato nel contesto politico locale genovese. Nello specifico analizzeremo il suo iter autorizzativo e come i Municipi siano intervenuti nel suo procedimento amministrativo. Successivamente, prenderemo in esame il dibattito politico effettuato nelle istituzioni locali e di come questo sia stato veicolato nel territorio di riferimento. In chiusura, prima delle conclusioni finali, faremo alcune considerazioni su un questionario indirizzato ai Presidenti dei tre municipi interessati dal progetto del tunnel.

The objective of the research is to investigate the relationship between administrative decentralization and the major public works. Specifically, we will focus our analysis on the evolution of Genoese decentralization and its relationship with the large projects currently being defined, in particular the sub-port tunnel project. The document develops along three main lines. The first is inherent to the jurisprudence of Genoese decentralization and its evolution over time, with a particular focus on its last regulatory phase. In conclusion of this first part we will also analyze the evolutions of the decentralization of three large municipalities in Northern Italy and how they compare with the recent changes in Genoa. In the central part we will analyze the three municipalities affected by the sub-port tunnel project, the composition of their local political class and how the latter has evolved over the last few years, making a comparison with some previous studies. In conclusion of this second part we will focus on the institutional work carried out by each of the three municipalities and how they address the major issues of the territory. In the third and final part we will specifically address the topic of the sub-port tunnel and how its project was addressed in the local political context of Genoa. Specifically, we will analyze its authorization process and how the Municipalities intervened in its administrative procedure. Subsequently, we will examine the political debate carried out in local institutions and how this was conveyed in the reference territory. In closing, before the final conclusions, we will make some considerations on a questionnaire addressed to the Presidents of the three municipalities affected by the tunnel project.
