Il dissesto finanziario e contabile del Comune di Alessandria nell'anno 2012

Abstract

Questo lavoro tratterà della crisi finanziaria e contabile che ha attraversato il Comune di Alessandria a partire dall’anno 2012. La motivazione per cui ho scelto questo tema è dovuta al fatto di aver vissuto quel periodo come dipendente a tempo indeterminato del Comune di Alessandria, senza tuttavia avere un quadro preciso di come si erano svolti i fatti. Il mio intento, attraverso questo elaborato, è stato quello di chiarire le cause politiche e finanziarie che hanno portato al dissesto nel periodo precedente all’anno in cui è stato dichiarato, esaminando in modo specifico le irregolarità gestionali riscontrate attraverso le varie pronunce della Corte dei Conti Piemonte. Ho inoltre voluto trattare i vari provvedimenti e procedimenti attuati sia dall’Ente che dall’Organo Straordinario di Liquidazione al fine di uscire dal dissesto e, infine, constatare, ad oggi, le conseguenze di questa crisi sul Comune di Alessandria. Il risultato di questo lavoro ha portato alla conoscenza più approfondita dei fatti concreti che hanno determinato il dissesto finanziario, con la speranza che possa servire come oggetto di studio per chi dovrà cercare di attuare una gestione “virtuosa” delle finanze locali.

This work will deal with the financial and accounting crisis that has crossed the Municipality of Alessandria since 2012. The reason why I chose this theme is due to the fact that I lived that period as a permanent employee of the Municipality of Alessandria, without however having a precise picture of how the events had taken place. My intent, through this paper, was to clarify the political and financial causes that led to the instability in the period preceding the year in which it was declared, specifically examining the management irregularities found through the various rulings of the Court of Counts Piedmont. I also wanted to deal with the various provisions and procedures implemented both by the Local Authority and by the Extraordinary Liquidation Commission in order to get out of the crisis and, finally, to ascertain, to date, the consequences of this crisis on the Municipality of Alessandria. The result of this work has led to a more in-depth knowledge of the concrete facts that have led to the financial collapse, with the hope that it will serve as an object of study for those who will have to try to implement a "virtuous" management of local finances.
