Ai margini del vuoto: kit di intervento per la rilettura del quartiere di Begato

Abstract

L’obiettivo di questa tesi è proporre una raccolta di strategie, metodologie e suggerimenti per l’elaborazione di progetti articolati con il coinvolgimento paritario di utenti e attori al fine di perseguire un obiettivo sociale attraverso la realizzazione di un progetto architettonico. La progettazione partecipata rappresenta un’occasione e un modo di integrare all’interno di processi decisionali una serie di soggetti che abitualmente sono esclusi dalla media delle azioni pubbliche. L’occasione per presentare questo scritto è stata l’esperienza condotta, a partire dal febbraio del 2021 con l’associazione Up To You, che ha intrapreso un percorso di sviluppo di comunità all’interno del quartiere di Begato per riqualificare il grande anfiteatro limitrofo alla scuola Tosca Bercilli. Le attività iniziali prevedevano una serie di incontri svolti, in un primo momento, online e, in seguito, appena è stato possibile organizzarsi nei limiti delle regole dettate dalla pandemia di Covid-19, in loco. Durante le sessioni di incontro abbiamo raccolto le prime idee e suggestioni per le proposte di progetto grazie agli interventi di una selezione variegata di attori: studenti e insegnanti della scuola, cittadini del quartiere, architetti, psicologi e anche persone che non avevano mai conosciuto l’area di Begato. Il processo ha incontrato poi le diverse fasi di decisione progettuale, disegni esecutivi e prime realizzazioni. Sfruttando questa circostanza abbiamo deciso di sviluppare alcuni approfondimenti sulla realtà della periferia genovese, soffermandoci sulle promesse di un benessere cittadino disatteso e sulla rigenerazione territoriale, partendo da quegli spazi definiti vuoti, ma che in realtà contengono diversi spunti di rinascita.

The objective of this thesis is to propose a collection of strategies, methodologies and suggestions for the elaboration of projects articulated with the equal involvement of users and actors in order to pursue a social objective through the realization of an architectural project. Participatory planning represents an opportunity and a way to integrate into decision-making processes a series of subjects that are usually excluded from the average of public actions. The opportunity to present this paper was the experience conducted, starting from February 2021 with the association Up To You, who undertook a path of community development within the district of Begato to redevelop the large amphitheater adjacent to the school Tosca Bercilli. The initial activities included a series of meetings held, at first, online and, later, as soon as it was possible to organize within the limits of the rules dictated by the Covid-19 pandemic, on site. During the meeting sessions we collected the first ideas and suggestions for the project proposals thanks to the interventions of a varied selection of actors: students and teachers of the school, citizens of the neighborhood, architects, psychologists and even people who had never known the area of Begato. The process then met the different phases of design decision, executive drawings and first realizations. Taking advantage of this circumstance we decided to develop some insights on the reality of the Genoese periphery, dwelling on the promises of a neglected citizen welfare and territorial regeneration, starting from those spaces defined as empty, but that actually contain different ideas of rebirth.
