Nello scenario di riferimento simulato, il tempo medio di risposta scende da 1,19 a 0,28 giorni l Municipal administrations must respond to growing demand for timely services while meeting complex legal requirements and remaining accountable for their decisions. This thesis develops and evaluates a trustworthy AI framework for handling citizen requests at the Comune di Genova. It combines multi-agent retrieval-augmented generation (RAG), operational simulation, and safeguards for explainability, privacy, auditability, and human oversight.
Citizen requests are pseudonymised and matched with municipal regulations through hybrid retrieval. Five specialised agents retrieve evidence, assess compliance and risk, prepare responses, and estimate confidence. A decision gate directs requests to automatic informational replies, officer review, or urgent dispatch. Decisions on eligibility remain with human officials.
A SimPy discrete-event simulation models request arrivals, triage, departmental queues, misrouting, rework, and service deadlines. It compares four operating policies across eight scenarios, supported by staffing and demand models. Evaluation draws on municipal requests, independent challenge sets, and historical cases, while acknowledging limited text diversity and assumptions about operations.
Routing accuracy reaches 84.2% on noisy requests. The decision gate reduces incorrect responses reaching citizens without review to 3.3%, while approximately 70% of independent requests receive automatic replies. In the simulated baseline, average response time falls from 1.19 to 0.28 working days. AI-assisted drafting and supervised replies yield greater operational gains than routing automation alone. Disaster and infrastructure scenarios nevertheless expose limits that require contingency staffing.
The framework offers a way to assess service efficiency alongside trustworthiness. It remains an evaluated prototype, not a production deployment, and requires testing with live correspondence, generative backends, and municipal staff before adoption.
