This thesis examines the extent to which pay transparency can represent an effective tool for reducing the gender pay gap, with particular attention to the role of the HR function and to the organizational processes that influence pay determination. Through a review of the literature and an analysis of the European regulatory framework, the study explores the main causes of gender pay differences and the ways in which human resource management systems can contribute to their identification and reduction. Particular attention is devoted to Directive (EU) 2023/970, which introduces new requirements concerning pay transparency, information and reporting, strengthening the possibility of making pay systems more observable, comparable and verifiable. The analysis shows that, although transparency does not automatically eliminate the gender pay gap, it can promote greater awareness of pay differences and support organizations in identifying their underlying causes and adopting corrective measures. The findings highlight that the effectiveness of pay transparency largely depends on the quality and maturity of HR systems, as well as on organizations’ ability to transform pay data into tools for diagnosis, monitoring and intervention. Pay transparency therefore represents not only an information mechanism, but also a governance tool capable of strengthening fairness and consistency in pay processes.en_UK
