Abstract

Fire safety in public-access commercial buildings depends on the performance of individual fire-protection measures. Fire development, structural resistance, smoke conditions, occupant response, evacuation routes and protection systems interact over time, while uncertainty affects each of these components. This thesis develops and applies the Risk-Informed Fire-Structure-Evacuation Assessment Framework (RIFSEA) to the Esselunga Supermarket in Albenga, Italy. The framework combines simplified fire and tenability modelling, reduced-order structural performance assessment, agent-based evacuation modelling, uncertainty and sensitivity analysis within a common scenario-based procedure. The case study considers the underground car park, public sales area, storage and back-of-house compartment, selected technical and service areas, and roof-level technological systems. The final computational campaign comprised 41,360 quantitative simulation runs, including baseline stochastic simulations, direct uncertainty and improvement cases, and a Latin-hypercube design of experiments. Model credibility was examined through analytical checks, input consistency, monotonicity tests, repeatability and repeated-run stability; empirical validation against evacuation drills, full-scale fire tests or measured structural temperatures was not available. The results show that the scenario governing evacuation performance is not necessarily the one governing tenability or structural performance. RIFSEA therefore provides a transparent early-stage decision-support framework for identifying influential assumptions, comparing fire scenarios and prioritising areas requiring more detailed engineering verification. It is intended as a risk-informed screening and comparison method rather than a substitute for regulatory fire-safety design, CFD (Computational Fluid Dynamics) analysis, detailed thermo-mechanical structural assessment or professional evacuation certification.
