Performance e Prospettive della Ricerca Biomedica: Analisi del Caso Piano Nazionale di Ripresa e Resilienza per lo Sviluppo di un Modello Innovativo di Key Performance Indicator

Abstract

Questa tesi introduce un framework innovativo per monitorare progetti di ricerca biomedica finanziati con fondi pubblici, sviluppato dalle competenze acquisite presso l'IRCCS Ospedale Policlinico San Martino durante il supporto operativo ai progetti PNRR. Le difficoltà nel mantenere una supervisione continua e standardizzata dell'avanzamento progettuale hanno evidenziato la necessità di strumenti che vadano oltre la rendicontazione finale e facilitino le decisioni lungo tutto il ciclo di vita del progetto. L'idea più innovativa della ricerca consiste nella creazione di due indicatori complementari: un KPI di Project Management che mostra come evolve il progetto nel tempo e un Indicatore di Complessità che quantifica l'impegno gestionale richiesto da progetti molto diversi tra loro. Questi strumenti sono utili non perché valutano il valore scientifico ma perché convertono dati già disponibili in informazioni pratiche per pianificare, prendere decisioni strategiche e individuare problemi rilevanti in anticipo. I ricercatori possono usare il modello per avere un quadro sintetico e intuitivo di come procede un progetto, rendendo più semplice capire se va nella direzione giusta o serve un intervento correttivo. Allo stesso modo, aiuta gli uffici amministrativi a pianificare le attività, distribuire le risorse e garantire il raggiungimento degli obiettivi dell'Istituzione. Complessivamente, lo studio dimostra che indicatori fondati su esperienze operative concrete possono rendere le pratiche gestionali più trasparenti, proattive e sostenibili, migliorando inoltre la comunicazione tra ricercatori e unità amministrative che li supportano nelle attività quotidiane.

This thesis introduces an innovative framework for monitoring publicly funded biomedical research projects, developed from expertise acquired at the IRCCS Ospedale Policlinico San Martino during operational support for PNRR projects. The challenges in maintaining ongoing and standardized supervision of project advancement underscored the necessity for instruments that extend beyond final reporting and facilitate the decision-making process throughout the entire project lifecycle. The research's most innovative idea is the creation of two complementary indicators: a Project Management KPI that shows how the project evolves over time and a Complexity Indicator that shows how much management effort is needed for projects that are very different from each other. These tools are useful not because they estimate the scientific value but because they turn data that is already available into useful information that can help with planning, making strategic decisions and finding significant issues early. Researchers can also use the model to get a concise and intuitive picture of how a project is going, which makes it easier to tell if it is on track or needs to be fixed. It also really helps administrative offices plan tasks, share resources, and make sure that the Institution's goals are achieved. In general, the study shows that indicators based on actual experiences can help make management practices more open, proactive and long-lasting and they can also help researchers and the administrative units that assist them with their regular duties relate to each other more efficiently.
