Storie NEET: da dato statistico a emergenza sociale. Una ricerca qualitativa nella regione Liguria.

Abstract

Lo scopo della ricerca è di esplorare il fenomeno NEET (Not in Education, Employment or Training), indagandone le origini, i fattori e gli impatti, con particolare attenzione alla sua manifestazione nella Regione Liguria. Inoltre, si vuole comprendere come tale condizione possa essere affrontata, anche in relazione ai servizi e alle politiche attive sul territorio. Lo studio ha adottato un approccio qualitativo utilizzando la tecnica del focus group e coinvolgendo undici partecipanti, quattro uomini e sette donne, di età compresa tra i 25 e i 30 anni, con esperienza attuale o pregressa di NEET per almeno sei mesi e residenti in Liguria per almeno cinque anni. Il campione di partecipanti è stato suddiviso in due focus group, condotti attraverso l’utilizzo di una scaletta di nove domande tematiche aperte, identiche per entrambi i gruppi. L’analisi dei dati, condotta secondo criteri relazionali e comunicativi, ha esaminato le interazioni e i legami instauratisi tra i partecipanti, nonché i contenuti degli enunciati attraverso un’analisi contenutistico-informativa di tipo ermeneutico. Le risposte sono state confrontate e classificate in due categorie i fattori e gli impatti che i partecipanti hanno associato alla condizione NEET. I risultati confermano la complessità del fenomeno riportata nella vasta letteratura di riferimento, e sottolineano la necessità di affrontare tale condizione adottando un approccio non solo finalizzato al reinserimento scolastico o lavorativo, ma anche alla comprensione delle molteplici forme dell’essere NEET. In questa prospettiva, la Pedagogia emerge quale scienza che può offrire una visione più completa dell’essere umano, comprensiva delle sue caratteristiche, della sua storia e del contesto di riferimento.

The purpose of this research is to explore the NEET phenomenon (Not in Education, Employment or Training) investigating its origins, factors and impacts, with particular attention to its manifestation in the Liguria Region. The reasearch also seeks to understand how this condition can be dealt with, also in relation to policies and services that are active in the local context. The study adopted a qualitative approach using the focus group technique and involving eleven participants, four men and seven women, aged between 25 and 30, with current or previous experience as NEET for at least six months and resident in Liguria for at least five years. The participants were distributed into two focus groups, which have been conducted through the use of a lineup of nine open-ended thematic questions, identical for both groups. The analysis of the data, conducted according to relational and communicative criteria, examined the interactions and ties established between the participants, as well as the contents of the statements through a hermeneutical content-informative analysis. The answers were compared and classified into two categories factors and impacts that participants associated with the NEET status. The results confirm the complexity of the phenomenon also reported in the scientific literature, and highlights the need to face this condition by adopting an approach not only aimed at reintegrating the person into school or work, but also at understanding the multiple forms of being NEET. In this perspective, Pedagogy emerges as a science that can offer a overall more comprehensive view of human beings, including their characteristics, history and social-geographical context in which they live in.
