Minori stranieri non accompagnati in Italia: arrivi, accoglienza e inclusione scolastico-lavorativa.

Abstract

L'elaborato tratta il tema dei minori stranieri non accompagnati in Italia analizzandone i flussi in ingresso nel Paese, il sistema di accoglienza e lo stato dell'integrazione scolastica e lavorativa. In particolare, nel primo capitolo viene presentata una panoramica degli ingressi degli immigrati in Italia attraverso la rotta mediterranea e quella balcanica, soffermandosi sui numeri e sui Paesi di origine. Il secondo capitolo, poi, offre un focus sui minori stranieri non accompagnati: partendo dalla definizione di questa peculiare categoria di migranti e dai diritti ad essi riconosciuti in base alla normativa tanto comunitaria quanto nazionale, si arriva poi ad analizzarne i flussi in ingresso, anche in questo caso attraverso la rotta mediterranea e quella balcanica, con specifico riferimento ai numeri e alle provenienze, fornendo poi un quadro relativo al sesso e all'età dei MSNA presenti in Italia e applicando infine alcune delle principali teorie sociologiche delle migrazioni per tentare di spiegare i motivi alla base del loro arrivo. Nel terzo capitolo viene analizzato il sistema italiano di accoglienza degli immigrati, dedicando un paragrafo proprio all'accoglienza dei minori stranieri non accompagnati e un altro paragrafo ai numeri dell'accoglienza in Italia. Il capitolo successivo offre poi una panoramica dell'inserimento dei MSNA nel contesto scolastico-formativo e all'interno del mercato del lavoro, oltre ad analizzarne gli effetti tanto su questi stessi giovani migranti quanto sulla società di accoglienza; viene inoltre riportato un caso di osservazione diretta all'interno di una struttura di seconda accoglienza. Infine, l'elaborato termina con un capitolo nel quale vengono avanzate alcune proposte per tentare di migliorare l'inclusione sociale dei MSNA.

The thesis deals with the topic of unaccompanied foreign minors in Italy by analyzing the incoming flows into the country, the reception system and the state of school and work integration. In particular, the first chapter presents an overview of the entries of immigrants in Italy through the mediterranean and balkan routes, focusing on the numbers and countries of origin. The second chapter then offers a focus on unaccompanied foreign minors: starting from the definition of this peculiar category of migrants and the rights recognized to them on the basis of both EU and national legislation, it then analyses the incoming flows, also in this case through the mediterranean and balkan routes, with specific reference to the numbers and origins, then providing a framework relating to the sex and age of the unaccompanied foreign minors present in Italy and finally applying some of the main sociological theories of migrations to try to explain the reasons behind their arrival. The third chapter analyses the Italian system of reception of immigrants, dedicating a paragraph specifically to the reception of unaccompanied foreign minors and another paragraph to the numbers of reception in Italy. The next chapter then offers an overview of the inclusion of unaccompanied minors in the school-training context and in the labor market, as well as analyzing the effects both on these young migrants themselves and on the host society; a case of direct observation in a second reception facility is also reported. Finally, the paper ends with a chapter in which some proposals are put forward to try to improve the social inclusion of unaccompanied minors.
