La criminalità transnazionale nel Sahel e gli sforzi da parte dell'Italia e dell'UE per combatterla

Abstract

Il Sahel è una vasta regione che attraversa il continente africano, estendendosi dalla Mauritania e dal Senegal fino al Sudan e all'Eritrea, e che è diventata sempre più un punto focale per la criminalità organizzata. Questo è in gran parte attribuibile alla sua posizione geografica strategica, alla permeabilità delle sue frontiere e alla fragilità delle sue istituzioni. Questi fattori hanno collettivamente trasformato la regione in un terreno fertile per attività illecite che oltrepassano i confini nazionali, minacciando seriamente la stabilità regionale e la sicurezza globale. Questa tesi si propone di presentare le diverse sfide con cui la regione si confronta e le implicazioni che queste hanno per la stabilità regionale e la sicurezza globale; inoltre, fornirà un'analisi dei principali fattori scatenanti della criminalità organizzata nel Sahel e si concentrerà sul traffico di droga, sul traffico di armi e sulla tratta di esseri umani. Queste attività illecite, infatti, non solo minano lo stato di diritto, ma alimentano anche conflitti e instabilità, aggravando così i problemi di sicurezza della regione. Questa tesi esaminerà anche le strategie impiegate dall'Unione Europea per affrontare queste gravi problematiche e la loro efficacia. Queste strategie e iniziative sono principalmente basate sul rafforzamento delle istituzioni, sul controllo delle frontiere e sulle operazioni di contrasto al terrorismo, e mirano a interrompere le reti criminali, a migliorare la resilienza degli stati e a promuovere la sicurezza regionale. Tuttavia, come vedremo, resta discutibile se queste iniziative abbiano raggiunto i risultati previsti.

The Sahel region is a vast stretch of land that spans across the African continent, extending from Mauritania and Senegal to Sudan and Eritrea. This area has increasingly become a focal point for transnational crime, especially due to its strategic geographical location, the permeability of its borders, and the fragility of its governance structures. These factors have collectively transformed the region into a fertile ground for illicit activities that transcend national boundaries, posing significant threats to regional stability and global security. This thesis aims to present the multifaceted security challenges that the region is grappling with and the implications these have for regional stability and global security. Furthermore, it will provide an analysis of the principal drivers of transnational organized crime in the Sahel, and explore the intricate networks of drug trafficking, human smuggling, and arms trafficking that have taken root in the region. These illicit activities, in fact, not only undermine the rule of law but also fuel conflict and instability, exacerbating the region’s security issues. Additionally, this dissertation will examine the strategies employed by the European Union to address these pressing concerns and will attempt to evaluate their effectiveness. These strategies and initiatives, primarily based on capacity building, border control, and counter-terrorism efforts, aim to disrupt criminal networks, enhance state resilience, and promote regional security. However, as this research will show, the effectiveness of these initiatives remains debatable.
