Polizia e protesta: un difficile equilibrio da mantenere per gestire l'ordine pubblico in modo democratico. il caso del G8 a Genova (2001)

Abstract

L’obbiettivo di questo studio è quello di fare chiarezza sugli avvenimenti delle giornate del 19, 20 e 21 luglio del 2001 durante lo svolgimento del G8 a Genova, giorni che segnano alcune delle pagine più buie della storia contemporanea italiana. A seguito di una dettagliata analisi dei fattori che contraddistinguono il lavoro delle forze dell’ordine, la tesi esplora le ragioni per cui l'ordine pubblico è stato gestito in quel modo. Successivamente viene presentato il movimento: il Genoa Social Forum, una componente dinamica e colorata, risultato di percorsi collettivi fondati sulla solidarietà e sulla collaborazione tra le diverse componenti che ne fanno parte, che, durante il vertice, si trova a scontrarsi con le forze di sicurezza pubblica. Tale contrasto riflette le profonde divergenze tra le richieste del movimento e le risposte delle autorità, portando alla luce questioni critiche sulla gestione dell'ordine pubblico e i diritti di protesta. Le fonti presenti e indicate in questo elaborato rivelano l’esistenza di molteplici prospettive e interpretazioni su un fenomeno che tocca tematiche tuttora rilevanti: attraverso queste testimonianze il lettore può analizzare i vari punti di vista e comprendere meglio la gestione degli eventi.

The objective of this study is to shed light on the events of 19, 20 and 21 July 2001 during the G8 in Genoa, days which mark some of the darkest pages of contemporary Italian history. Following a detailed analysis of the factors that distinguish the work of law enforcement, the thesis explores the reasons why public order was managed in that way. Subsequently, the movement is presented: the Genoa Social Forum, a dynamic and colorful component, the result of collective paths based on solidarity and collaboration between the different components that are part of it, which, during the summit, finds itself clashing with the forces of public security. This conflict reflects the profound divergences between the movement's demands and the authorities' responses, bringing to light critical questions about the management of public order and protest rights. The sources present and indicated in this essay reveal the existence of multiple perspectives and interpretations on a phenomenon that touches on issues that are still relevant today: through these testimonies the reader can analyze the various points of view and better understand the management of the events.
