Giardini nel cemento, progetto per le aree verdi della II Casa di Reclusione di Milano Bollate

Abstract

La progettazione dello spazio della pena dovrebbe emulare quella di una città o di un paese: esistono spazi per la socialità e spazi per la privacy, luoghi per il lavoro e l’educazione, ambienti per lo svago e anche aree dedicate al verde e alle piante. Ripensare e riconfigurare le aree verdi delle carceri significa poter ricavare uno spazio adatto all’ascolto, al dialogo, all’incontro. Significa creare luoghi per il lavoro all’aria aperta, per l’educazione e la formazione. Significa poter concedere ciò che un giardino e la natura offrono, e che a noi -fuori- può sembrare scontato: lo scandirsi del tempo attraverso il susseguirsi delle stagioni, i colori di un tramonto, il profumo dei fiori, il rumore del vento.

La ricerca bibliografica e il lavoro svolto in questa tesi sono nati con l’obiettivo di analizzare la storia e il quadro normativo che definiscono e regolano gli spazi aperti delle carceri italiane; con l’intento di approfondire i casi studio e i modelli dei giardini nei contesti detentivi in Italia, in Europa e nel mondo; con la finalità di sviluppare un nuovo progetto per le aree verdi della II Casa di Reclusione di Milano-Bollate. Per progettare le aree verdi di questo carcere sono state necessarie una visione e un approccio multidisciplinare che considerassero il carcere in termini sistemici, nelle sue molteplici espressioni e relazioni. Il progetto, basato sui dati analizzati e sulle informazioni raccolte, è stato sviluppato tenendo conto delle numerose attività svolte dentro al carcere, ascoltando e assecondando i desideri e le esigenze di chi, al suo interno, ci lavora o è detenuto. Le aree verdi progettate assumono ruoli e finalità differenti, simili ai giardini delle città al di fuori delle mura: sono stati creati spazi per la socialità e il dialogo, nonché spazi per la privacy, luoghi per il lavoro e l’educazione, ambienti per lo sport e lo svago e anche aree dedicate al verde e alle piante, da poter semplicemente ammirare.

The design of the penal space should emulate that of a city or a country: there are spaces for socializing and spaces for privacy, places for work and education, environments for recreation, and even areas dedicated to greenery and plants. Rethinking and reconfiguring the green areas of prisons means being able to create a space conducive to listening, dialogue, and meeting. It means creating outdoor workspaces, spaces for education and training. It means being able to grant what a garden and nature offer, which to us - outside - may seem taken for granted: the passage of time through the changing seasons, the colors of a sunset, the scent of flowers, the sound of the wind. The bibliographic research and work carried out in this thesis were born with the aim of analyzing the history and regulatory framework that define and regulate the open spaces of Italian prisons; with the intention of deepening the case studies and models of gardens in detention contexts in Italy, Europe, and around the world; with the purpose of developing a new project for the green areas of the Second House of Detention in Milan-Bollate. To design the green areas of this prison, a multidisciplinary vision and approach were necessary, considering the prison in systemic terms, in its multiple expressions and relationships. The project, based on analyzed data and collected information, was developed taking into account the numerous activities carried out within the prison, listening to and accommodating the desires and needs of those who work or are detained inside. The designed green areas assume different roles and purposes, similar to the gardens of cities outside the walls: spaces have been created for socializing and dialogue, as well as spaces for privacy, places for work and education, environments for sports and recreation, and even areas dedicated to greenery and plants, simply to be admired.
