L’autonomia dell’Alto Adige –Süd Tirol :modello ed eccellenza internazionali

Abstract

Il presente elaborato si propone di analizzare l'autonomia del Trentino Alto -Adige partendo dalle origini storiche che giustificano la sua autonomia: con l'avvento della Costituzione del 1948 si è voluto concedere, attraverso la legge costituzionale dello Statuto Speciale, a questa terra una autonomia speciale in ragione della minoranza tedesca. Le due Province di Trento e di Bolzano rappresentano il cuore dell'autonomia: esse hanno competenze importanti e ampie al fine di tutelare la minoranza e di venire incontro alle caratteristiche del territorio: l 'Alto Adige rappresenta un modello per l'Italia e per l'Europa. A riprova del fatto del fatto che il modello autonomistico garantisce pluralismo ex art.2 Costituzione Italiana, si è accennato all'esperienza spagnola e portoghese analizzando l'esperienza di alcune Comunità Autonome, soprattutto concentrandosi sulla Catalogna, e gli Arcipelaghi portoghesi di Madeira e delle Azzorre.

This thesis aims to analyze the autonomy of Trentino Alto -Adige starting from the historical origins that justify its autonomy: with the advent of the Italian Constitution in 1948 it was wanted to grant, through the constitutional law of the Special Statute, to this land a special autonomy due to the German minority. The two Provinces of Trento and Bolzano represent the heart of autonomy: they have important and broad competences in order to protect the minority and to accommodate the characteristics of the territory: Alto Adige represents a model for Italy and for the 'Europe. As proof of the fact that the autonomist model guarantees pluralism pursuant to article 2 of the Italian Constitution, the Spanish and Portuguese experience was mentioned by analyzing the experience of some Autonomous Communities, especially focusing on Catalonia, and the Portuguese Archipelagos of Madeira and the Azores
