LA CRISI DELLA DEMOCRAZIA LIBERALE: UN’ANALISI DEI MODELLI DELIBERATIVI E DELLE NUOVE FORME DI DEMOCRATIZZAZIONE NELLA TARDA MODERNITÀ

Abstract

L’elaborato analizza prima di tutto l’evoluzione del sistema democratico a partire dall’ondata di globalizzazione degli anni ’90 e ne valuta lo stato di crisi, evidenziando le caratteristiche, la portata e le conseguenze del mutamento sociale degli ultimi decenni. Illustra poi la teoria della postdemocrazia, definendola come un sistema politico apparentemente democratico, dotato quindi di elezioni e istituzioni democratiche, ma dove in realtà il potere decisionale è effettivamente nelle mani di élite economiche e gruppi di interesse, che esercitano una forte influenza sulle decisioni politiche attraverso lobbismo e altri mezzi, identificando così una profonda crisi di rappresentanza ed un declino della partecipazione politica. L’ultimo capitolo della tesi si occupa di illustrare, al fine di sviluppare prospettive per il futuro della democrazia in Europa, alcuni esempi di democratizzazione dal basso e dall’alto, emblematici della complessità dei nostri tempi. Per quanto riguarda le forme di democratizzazione, l’elaborato analizzerà il movimento sociale del 15M, il fenomeno delle acampadas e la successiva scelta elettorale che ha portato alla nascita di Podemos. In merito alle forme di democratizzazione dall’alto, l’elaborato analizzerà l’innovativa legge sulla partecipazione della regione Toscana e la conferenza sul futuro dell’Europa, ritenute emblematiche di un cambiamento delle politiche europee in chiave partecipativa.

The paper first analyzes the evolution of the democratic system since the wave of globalization of the 1990s and assesses its state of crisis, highlighting the characteristics, scope and consequences of social change in recent decades. The paper then illustrates the theory of post- democracy, defining it as a political system that is apparently democratic, with elections and democratic institutions, but where in reality the decision-making power is actually in the hands of economic elites and interest groups. These groups exert a strong influence on political decisions through lobbying and other means. The paper identifies a deep crisis of representation and a decline in political participation. The final chapter of the thesis aims to illustrate, in order to develop perspectives for the future of democracy in Europe, some examples of bottom-up and top-down democratization, emblematic of the complexity of our times. In terms of the forms of democratization, the thesis will analyze the 15M social movement, the phenomenon of the acampadas, and the subsequent electoral choice that led to the birth of Podemos. In terms of top-down forms of democratization, the thesis will analyze the innovative law on participation of the Tuscany region and the Conference on the Future of Europe, considered emblematic of a change in European policies towards a more participatory approach.
