La storia e il ruolo dell'Organizzazione Internazionale per le Migrazioni

Abstract

L’Organizzazione Internazionale per le Migrazioni ha rilevanza globale fin dalla sua istituzione nel 1951. Nonostante questo, gli studi sul suo lavoro sono scarsi e poco approfonditi. Partendo dall’incipit dell’OIM, questa ricerca desidera analizzare la storia e l’evoluzione in questi suoi 75 anni di lavoro. Lo scopo principale della ricerca è di capire i motivi cardine della sua fondazione, ovvero lo sfollamento e il successivo sovraffollamento, conseguente alla Seconda Guerra Mondiale e di comprendere la sua strategia, inizialmente dominata da un’ottica Americana contrapposta all’Unione Sovietica. Inoltre si vuole dimostrare come l’Organizzazione effettivamente protegge e promuove le aspirazioni e i diritti dei migranti. Il contesto globale, così come le funzioni e le dinamiche lavorative dell’OIM sono cambiate. Infatti, leggendo i suoi documenti ufficiali più recenti, si percepisce un cambio di focus e l’ampliamento dei settori di interessi in cui l’Organizzazione agisce. Al giorno d’oggi, l’OIM supporta maggiormente il rispetto dei diritti umani e ha perso la sua iniziale leadership europea, anche se gli Stati Membri più ricchi, ovvero quelli occidentali, rimangono comunque i più influenti nella sponsorizzazione e quindi attuazione dei progetti dell’OIM.

Since its inception in 1951, the International Organization for Migration has had global relevance. Despite this, studies on its work are scarce and superficial. Starting from the beginning of the IOM, this research aims to analyse its history and its evolution in its 75 years of work. The main aim of this research is to understand the key reasons behind its foundation, specifically the displacement and the subsequent overpopulation, resulting from the Second World War, and to understand its strategy, initially dominated by an American perspective as opposed to the Soviet Union. The research also aims to demonstrate how the Organisation effectively protects and promotes the aspirations and rights of migrants. The global context, as well as the functions and working dynamics of the IOM, have changed. Indeed, reading its most recent official documents, one shall perceive a change of focus and the expansion of the areas of interest in which the Organization acts. Today, the IOM is more supportive of the respect of human rights and has lost its initial European leadership, even though the wealthier Member States, which are the Western States, remain, however, the most influential actors in sponsoring and therefore implementing the IOM’s projects.
