Welfare state: dalle origini all'integrazione delle politiche sociali europee. Crisi, trasformazioni e invecchiamento demografico in Italia.

Abstract

La tesi ha lo scopo di analizzare la nascita, lo sviluppo, l’utilità e l’implementazione delle politiche sociali e del Welfare State. Per fare ciò occorre capire i motivi che hanno spinto i vari stati ad introdurre politiche di questo tipo e soprattutto capire il contesto in cui queste sono state introdotte e si sono sviluppate. Troviamo i primi esempi di Welfare State già nel diciannovesimo secolo ma questo termine viene usato principalmente a partire dalla seconda guerra mondiale. Bisogna dunque analizzare i vari contesti sociali ed economici dei vari stati per capire come e quando queste politiche iniziano ad assumere importanza e come esse differiscono tra i vari paesi. Il Welfare State infatti ha la caratteristica di essere presente in importanti settori pubblici quali la previdenza, l’assistenza sociale e l’istruzione ma con il passare del tempo assume sempre più rilevanza fino a diventare un vero e proprio modello di gestione dei paesi democratici. Verrà compiuto, infatti, un importante focus sui diversi modelli di welfare State e sulle loro differenze ed origini. Con il passare del tempo, tuttavia, il Welfare State inizia ad andare in conflitto con quelle che sono le esigenze di produttività ed efficienza dei paesi capitalisti moderni. Tutte le sue caratteristiche (giustizia distributiva, equità, pace sociale) vanno infatti in contro alla ricerca della massima efficienza in ambito economico, in paesi e contesti dove la scarsità di risorse aumenta sempre di più. Sarà fondamentale dunque analizzare anche la cosiddetta crisi del Welfare State e i motivi che hanno portato alla sua crescita. Proprio per questo motivo uno dei temi centrali della tesi è di capire e studiare come la nascita e il graduale aumento del potere dell’unione Europea ha influenzato e ha cambiato l’aspetto delle politiche sociali, lasciando autonomia agli Stati ma allo stesso tempo introducendo norme spesso contrastanti con quelli che sono gli obiettivi del Welfare State. The thesis aims to analyze the birth, development, utility, and implementation of social policies and the Welfare State. To do so, it is necessary to understand the reasons that led various states to introduce such policies and, above all, to understand the context in which they were introduced and developed. The first examples of the Welfare State can be found in the nineteenth century, but this term is primarily used starting from World War II. Therefore, it is essential to analyze the various social and economic contexts of different states to understand how and when these policies begin to gain importance and how they differ among countries. The Welfare State is present in important public sectors such as social security, social assistance, and education but gradually gains more prominence, becoming a genuine model for managing democratic countries. There will be a significant focus on the different models of the Welfare State, their differences, and origins. Over time, however, the Welfare State begins to conflict with the productivity and efficiency needs of modern capitalist countries. All its characteristics (distributive justice, equity, social peace) run counter to the pursuit of maximum economic efficiency in countries and contexts where resource scarcity is increasing. Therefore, it will be crucial to also analyze the so-called Welfare State crisis and the reasons that led to its growth. For this reason, one of the central themes of the thesis is to understand and study how the birth and gradual increase in the power of the European Union have influenced and changed the landscape of social policies, granting autonomy to member states but at the same time introducing often conflicting rules with the objectives of the Welfare State. This process of Europeanization can be seen from multiple perspectives.
