Fondi europei di sviluppo regionale: IL POR FESR

Abstract

L’Unione Europea mette a disposizione dei Fondi affinchè vengano erogati dagli Stati membri a soggetti pubblici o privati per obiettivi specifici, con la volontà di migliorare alcuni aspetti sociali colpiti da situazioni differenti, a seconda del periodo. Il POR FESR (Programmi Operativi Regionali finanziati con Fondo europeo di sviluppo regionale) della Regione Liguria è uno degli strumenti programmatori attraverso il quale viene attuata la politica di coesione europea, nella Liguria. Ho voluto iniziare con la programmazione 2007-2013 che ha riportato decisioni importanti per il POR FESR. In seguito, ho presentato la programmazione 2014-2020 appena conclusa e per ultima la programmazione 2021-2027. Avendo analizzato anche programmazioni concluse, possiamo vedere come le programmazioni nel tempo sono cambiate facendo tesoro dell’esperienza precedente. Nel primo capitolo ho introdotto il concetto di POR (Programma Operativo Regionale) in particolar modo il POR FESR, oggetto della tesi, che ha valenza strettamente regionale e interregionale, la programmazione 2007-2013 e la sua valutazione. Nel secondo capitolo ho analizzato la programmazione successiva a quella appena citata, ovvero la programmazione 2014-2020 evidenziando le differenze con la programmazione precedente, e i motivi che hanno portato alla scelta degli obiettivi tematici e della priorità di investimento. Nell’ultimo capitolo invece ho presentato le novità della programmazione 2021-2027, le sue sfide e le strategie, che si sono intrecciate a quelle del Fondo NEXT GENERATION EU e il PNRR nati dall’esigenza di gestire la situazione post pandemia COVID-19. Il fine di questa tesi è quello di approfondire i processi che avvengono prima e durante le programmazioni e distinguere gli obiettivi di ogni programmazione visionata.

The European Union provide funds available to Member States to public or private entities for specific objectives, with the will to improve certain social aspects affected by different situations, depending on the period. The POR FESR (Regional Operational Programmes financed by the European Regional Development Fund) of the Liguria Region is one of the programming instruments through which the European cohesion policy in Liguria is implemented. I wanted to start with the 2007-2013 programming which reported important decisions for the POR FESR. Then, I presented the 2014-2020 programming just completed and last programming 2021-2027. Having also analyzed completed programming, we can see how the programming over time has changed taking advantage of previous experience. In the first chapter I introduced the concept of the POR (Regional Operational Programme) in particular the POR FESR, the subject of the thesis, which has a strictly regional and interregional value, the 2007-2013 programming and its evaluation. In the second chapter I analyzed the programming after the one just cited, that is the programming 2014-2020 highlighting the differences with the previous programming, and the reasons that have led to the choice of the thematic objectives and the investment priority. In the last chapter I presented the news of the programming 2021-2027, its challenges and strategies, which crosses path with those of the NEXT GENERATION EU Fund and the PNRR born from the need to manage the post-pandemic situation COVID-19. The aim of this thesis is to deepen the processes that take place before and during the programming and distinguish the objectives of each program viewed.
