La paura come strumento politico.

Abstract

L’elaborato intende ripercorrere come la paura, tanto nel passato quanto ai giorni nostri, sia stata utilizzata come strumento politico su cui far leva per indirizzare le volontà popolari e legittimare le decisioni assunte nell’arena decisionale. Lo scopo del presente elaborato è quello di analizzare e capire come la paura sia stata, ed è tuttora, uno strumento politico fondamentale non solo all’interno di regimi non democratici ma anche in contesti democratici, all’interno dei quali, tale strumentalizzazione avviene in modo più sottile ed impercettibile rispetto ai primi. Bisogna sottolineare, però, che il timore non è una costruzione del tutto fittizia. Oggi, a differenza di quanto accadeva in passato, ci si presenta un mondo molto più complesso ed instabile, sotto molteplici punti di vista. A causa della progressiva erosione dello Stato e delle sue capacità di risolvere autonomamente ed efficacemente i problemi sempre più complessi, che ricadono sulla collettività, le società odierne tendono ad abbandonare gli individui all’incertezza, generando in essi un senso di abbandono e di frustrazione per le aspettative disattese da parte di chi dovrebbe proteggerli e tutelarli maggiormente. E' proprio per questi motivi che il populismo si è diffuso a macchia d'olio nelle società contemporanee, portando con sé non solo una rivoluzione comunicativa volta all'attrazione di tutte quelle sfere della società, che per un motivo o per l'altro, sono escluse dalla politica ma anche dei rischi per la durevolezza delle istituzioni democratiche.

The paper aims to retrace how fear, both in the past and today, has been used as a political tool to leverage the will of the people and legitimize the decisions taken in the decision-making arena. The purpose of this paper is to analyze and understand how fear has been, and still is, a fundamental political tool not only within undemocratic regimes but also in democratic contexts, within which, such instrumentalization takes place in a more subtle and imperceptible way than the first. It must be stressed, however, that fear is not a completely fictitious construction. Today, unlike what happened in the past, there is a much more complex and unstable world in many ways. Because of the progressive erosion of the State and its ability to solve the increasingly complex problems that affect society independently and effectively, today’s societies tend to abandon individuals to uncertainty, generating in them a sense of abandonment and frustration at the expectations unfulfilled by those who should protect them and protect them more. It is precisely for these reasons that populism has spread like wildfire in contemporary societies, bringing with it not only a communicative revolution aimed at the attraction of all those spheres of society, which for one reason or another, are excluded from politics but also risks to the durability of democratic institutions.
