L'evoluzione della NATO dopo la crisi Ucraina

Abstract

Alla base di questo elaborato vi è l’evoluzione dell’Alleanza militare difensiva più importante e longeva della storia, la NATO. Attraverso un excursus storico, viene fornita un’introduzione sul nuovo assetto internazionale designato dalla fine della Seconda guerra mondiale, quello bipolare, dominato degli Stati Uniti d’America, da un lato e dall’Unione Sovietica, dall’altro. Si analizzano, poi, le tappe diplomatiche che hanno portato alla firma del Patto Atlantico e, poco dopo, all’istituzione della componente militare: la NATO. Ci si sofferma sul ruolo dell’Alleanza dopo la guerra fredda e sulle crisi nei Balcani che ne hanno messo a dura prova le abilità, permettendo alla NATO di ampliare le proprie competenze. Per molti, infatti, il ruolo dell’Alleanza atlantica era da dirsi concluso, eppure di fronte alle crisi che hanno provocato una rottura degli equilibri internazionali, la NATO ha saputo intervenire adempiendo non solo ai suoi incarichi, ma reinventandosi e trasformandosi in un’organizzazione in grado di promuovere e mantenere stabilità e sicurezza internazionali. Sarà centrale il tema storico dell’allargamento della NATO, grazie all’adozione della politica della “porta aperta” e la minaccia che rappresenta “verso Est”. Infine, si parlerà di una regione politicamente e culturalmente complessa, oggi attraversata da tensioni sociali, crisi e instabilità politica: il Mediterraneo allargato. Si analizzeranno le conseguenze della crisi ucraina del 2022 nella regione con riferimento alle relazioni NATO-Russia e al ruolo dell’Alleanza atlantica nel Mare Nostrum. Infine, uno sguardo sulla veste assunta dall’Italia in merito alla sua posizione nel cuore del bacino mediterraneo.

At the basis of this paper is the evolution of the most important and long-lived defensive military alliance in history, NATO. Through a historical excursus, an introduction is provided on the new international order designated by the end of the Second World War, the bipolar one, dominated by the United States of America, on one side, and by the Soviet Union, on the other. We then analyze the diplomatic stages that led to the signing of the Atlantic Pact and, shortly thereafter, to the establishment of the military component: NATO. We focus on the role of the Alliance after the Cold War and on the crises in the Balkans that put its skills to the test, allowing NATO to expand its skills. For many, in fact, the role of the Atlantic Alliance was to be considered concluded, yet in the face of the crises that have caused a breakdown of international balances, NATO has been able to intervene by not only fulfilling its tasks, but reinventing itself and transforming itself into an capable of promoting and maintaining international stability and security. The historical theme of NATO enlargement will be central, thanks to the adoption of the "open door" policy and the threat it represents "towards the East". Finally, we will talk about a politically and culturally complex region, today crossed by social tensions, crises and political instability: the enlarged Mediterranean. The consequences of the 2022 Ukrainian crisis in the region will be analyzed with reference to NATO-Russia relations and the role of the Atlantic Alliance in Mare Nostrum. Finally, a look at the role taken on by Italy regarding its position in the heart of the Mediterranean basin.
