Il sostegno alla genitorialità vulnerabile: il caso del progetto P.I.P.P.I. nel Comune di Rapallo

Abstract

P.I.P.P.I. nasce nel 2011 come collaborazione del Ministero del Lavoro e delle Politiche Sociali con il Laboratorio di Ricerca e Intervento in Educazione Familiare dell’Università di Padova. L’obiettivo del progetto è quello di ridurre il rischio di maltrattamento e prevenire il conseguente allontanamento dei minori dal nucleo famigliare di appartenenza. Si ispira alla storia di Pippi Calzelunghe, una bambina buffa che vive da sola nella sua grande villa insieme ai suoi amici animali. Lei rappresenta i bambini che fanno parte delle famiglie negligenti. Essi sono costretti a crescere prima del previsto perché i genitori non riescono a far valere il loro ruolo educativo, e proprio come Pippi, affrontano da soli le difficoltà della vita quotidiana. Il bambino è il vero protagonista e oggetto centrale del progetto P.I.P.P.I., intorno lui si muovono tutti gli altri elementi: famiglia, Servizi Sociali, educatori, psicologi, insegnanti e tutte le figure che entrano in contatto con il minore nella sua vita quotidiana. Durante il piano tutti si muovono coordinatamente per il benessere del bambino. Lo scopo del progetto è di stimolare l’empowerment dei nuclei famigliari, di far emergere in loro risorse che gli permettano di diventare indipendenti dai Servizi. In questo elaborato andrò a esporre l’efficacia e l’innovazione del progetto spiegandone i principi teorici su cui è basato e descrivendo i suoi strumenti e dispositivi. Successivamente andrò ad analizzare i dati a livello nazionale e in particolare del territorio del Comune di Rapallo. Infine, andrò fare un esempio di applicazione del progetto ad una famiglia di cui ho potuto analizzare la situazione durante il mio tirocinio.

The goal of the project is to reduce the risk of maltreatment and prevent the subsequent removal of children from the family unit to which they belong. It is inspired by the story of Pippi Calzelunghe, a funny little girl who lives alone in her large house with her animal friends. She represents children who are part of neglectful families. They are forced to grow up earlier than expected because their parents fail to enforce their educational role, and just like Pippi, they face the difficulties of daily life alone. In this paper I will go on to expose the effectiveness and innovation of the project by explaining the theoretical principles on which it is based and describing its tools and devices. Then I will go on to analyze the data at the national level and in particular of the territory of the City of Rapallo. Finally, I will go give an example of application of the project to a family whose situation I was able to analyze during my internship.
