La qualità nella formazione in ambito sanitario: un “sistema” o solo una positiva intuizione?

Abstract

In questa tesi verrà preso in analisi il concetto di Qualità a partire dalle norme ISO (International Organization for Standardization) fino ad arrivare al più innovativo ed attualmente adottato sistema di qualità VISION 2000. In particolare analizzerò nel dettaglio il sistema qualità applicato al Servizio Sanitario Nazionale italiano. La Costituzione italiana prevede, come recitato all’art 32, il diritto alla salute: «La Repubblica tutela la salute come fondamentale diritto dell'individuo e interesse della collettività, e garantisce cure gratuite agli indigenti» . Per assicurare una corretta ed efficace erogazione dei servizi sanitari è stato emanato il Decreto legislativo, n. 502 del 30 dicembre 1992, denominato «Riordino della disciplina in materia sanitaria, a norma dell'articolo 1 della legge 23 ottobre 1992, n. 421» nella matteria dell’autorizzazione, dell’accreditamento e degli accordi contrattuali. Viene in tal modo delegato, attraverso quella che viene definita Riforma bis della Servizio Sanitario Nazionale, un ruolo chiave al Servizio Sanitario Regionale il quale ha il ruolo di garantire la salute della popolazione attraverso l’individuazione di Livelli Essenziali e uniformi di Assistenza. Si tratta quindi, nel dettaglio, dell’insieme articolato delle funzioni e delle attività assistenziali dei Servizi sanitari regionali e delle altre funzioni e attività svolte dagli enti ed istituzioni di rilievo nazionale e regionale finalizzate ad assicurare il diritto soggettivo alla tutela della salute. I Servizi sanitari regionali per perseguire la tutela della salute dei cittadini si avvalgono di molteplici istituti quali le Aziende Sanitarie Locali, le Aziende Ospedaliere, le Aziende Universitarie, gli Istituti di Ricovero e Cura a Carattere scientifico e infine ma non per importanza, i soggetti istituzionalmente accreditati.

In this thesis the concept of Quality will be analyzed starting from the ISO (International Organization for Standardization) standards up to the most innovative and currently adopted VISION 2000 quality system. In particular he will analyze in detail the quality system applied to the Italian National Health Service. The Italian Constitution provides, as stated in Article 32, the right to health: "The Republic protects health as a fundamental right of the individual and in the interest of the community, and guarantees free medical care to the indigent." To ensure a correct and effective provision of health services, Legislative Decree no. 502 of 30 December 1992, called «Reorganization of the health regulations, pursuant to article 1 of the law of 23 October 1992, n. 421 "in the matter of authorization, accreditation and contractual agreements. In this way, through what is called the Reform bis of the National Health Service, a key role is delegated to the Regional Health Service which has the role of ensuring the health of the population by identifying essential and uniform levels of assistance. It is therefore, in detail, the articulated set of functions and assistance activities of the regional health services and other functions and activities carried out by the bodies and institutions of national and regional importance aimed at ensuring the subjective right to health protection. In order to pursue the protection of citizens' health, the regional health services make use of multiple institutes such as Local Health Authorities, Hospitals, University Companies, Institutes of Hospitalization and Care with a scientific character and last but not least, institutionally accredited. In this thesis I have been concerned with dealing with the functioning of the institutionally formalized mechanisms that allow private health structures to carry out health and social health activities.
