Il gioco d’azzardo: analisi e valutazione dei costi sociali

Abstract

Il presente elaborato ha l’obiettivo di diffondere, analizzare e commentare una metodologia di stima dei costi sociali del gioco d’azzardo ideata in Canada nel 2008: il Socio-Economic Impact of Gambling (SEIG) Framework. Il gioco d’azzardo è una attività abbastanza diffusa a livello sociale: può essere praticato come un passatempo ed essere considerato come uno svago, ma può anche portare a serie problematiche personali e sociali. Il quadro analitico SEIG ha l’ambizione di porsi come gold standard dell’analisi di impatto del gambling. Durante il mio lavoro di ricerca, in primo luogo, ho tradotto le parti più salienti (a mio avviso) del quadro analitico presentato dagli studiosi: ad oggi non sono presenti in letteratura traduzioni in lingua italiana del suddetto modello. Questo primo passaggio mi ha consentito, in primis, di studiare il modello e in secundis, di apprezzarne punti di forza e debolezze. La struttura della presente tesi è illustrata di seguito: Nel primo capitolo sono descritti i vari comportamenti di gioco e il rischio ad essi collegati, evidenziando le differenze principali tra il gioco ricreativo, il gioco problematico e quello patologico. Un sotto capitolo è dedicato ai dati sulla diffusione del gambling nel nostro Paese e in Canada, Stato d’origine del SEIG Framework. Il secondo capitolo ha l’obiettivo di spiegare il motivo per cui è importante stimare il costo degli impatti del gioco d’azzardo e del disturbo da gioco d’azzardo, distinguendo tra costi privati e costi sociali del gambling. A questo punto della trattazione, un focus è dedicato alle origini storiche dello studio degli impatti socioeconomici legati al comportamento di gioco. Il nucleo centrale del presente elaborato è il terzo capitolo, dedicato alla presentazione del Socio-Economic Impact of Gambling (SEIG) Framework e l’analisi dei sei temi d’impatto di cui si compone. Infine, viene lasciato spazio ad una riflessione su sfide e limiti del quadro analitico studiato.

This work aims to disseminate, analyze and comment a methodology for estimating the social costs of gambling presented in Canada 2008: the Socio-Economic Impact of Gambling (SEIG) Framework. Gambling is a widespread activity on a social level: it can be practiced as a hobby and it could be considered as a leisure, but it can also bring a series of personal and social problems. The SEIG analytical framework has the ambition to act as the gold standard of the impact analysis of gambling. During my research, in the first place, I translated the most salient parts (in my opinion) of the analytical framework presented by the authors: there are no translations in Italian of the model in the literature. This first step allowed me, first of all, to study the model and secondly, to appreciate its strengths and weaknesses. The structure of this work is illustrated below: The first chapter describes the various gambling behaviors and the risk associated with them, highlighting the main differences between recreational gambling, problem gambling and pathological gambling. A sub-chapter is dedicated to data about the diffusion of gambling in our country and in Canada, the home state of the SEIG Framework. The second chapter aims to explain why it is important to estimate the cost of the impacts of gambling and problem gambling, distinguishing between private costs and social costs of gambling. At this point of the discussion, a focus is dedicated to the origins of the study of socio-economic impacts related to gambling behavior. The core of this paper is the third chapter that is dedicated to the presentation of the Socio-Economic Impact of Gambling Framework (SEIG) and the analysis of the six impact themes of which it is composed. Finally, I present a reflection on the challenges and limits of the analytical framework studied.
