Il ruolo delle politiche europee nello sviluppo degli innovation ecosystems: una prospettiva delle PMI

Abstract

Purpose – Lo scopo di questo elaborato è quello di indagare il ruolo di iniziativa pubbliche europee nel favorire l’innovazione tra le large enterprises (LEs) e le small medium enterprises (SMEs). Il progetto europeo analizzato è l'iniziativa PITCCH e l'angolo di analisi è la prospettiva delle SMEs. Methodology – La metodologia si basa sulla ricerca etnografica, attraverso l’esperienza di tirocinio presso RINA-C grazie alla quale è stato possibile svolgere interviste semi-strutturate alle SMEs che partecipano al progetto, partecipare alle riunioni interne con i membri del consorzio e cogliere nozioni generali sull’iniziativa durante tutta la durata del tirocinio. Findings – La nostra ricerca è stata strutturata intorno al dispiegamento delle 5 forze che spingono un ecosistema dell'innovazione (IE) all'interno del progetto PITCCH, cioè, finanziamenti, domanda sofisticata, infrastruttura specializzata, capitale umano e, cultura e incentivi. Come risultato principale rispetto all'attuale flusso di letteratura, questa ricerca ha evidenziato come la presenza del consorzio, creato dall’iniziativa pubblica PITCCH, assicuri la giusta governance affinchè il progetto produca risultati validi. Tutti i risultati si riflettono nell'attuale letteratura riguardanti le politiche pubbliche sovranazionali. Value - Questo documento si rivolge sia agli studiosi che ai professionisti; i primi perché trovano un arricchimento della letteratura esistente e i secondi perché possono trovare contenuti finalizzati allo sviluppo di politiche pubbliche più efficaci.

Purpose - The purpose of this paper is to investigate the role of European public initiatives in fostering innovation through the collaboration between large enterprises (LEs) and small medium enterprises (SMEs). The European project analyzed is the PITCCH initiative and the angle of analysis is the perspective of SMEs. 4 Security level: RINA/CL/SENSITIVE Methodology - The methodology is based on ethnographic research, through the internship experience at RINA-C thanks to which it was possible to conduct semi-structured interviews with SMEs participating in the project, attend internal meetings with consortium members and capture general knowledge about the initiative over the duration of the internship. Findings - Our research was structured around the deployment of the 5 driving forces that propel an innovation ecosystem (IE) within the PITCCH project, i.e., funding, sophisticated demand, specialized infrastructure, human capital and, culture and incentives. As a major finding compared to the current literature stream, this research highlighted as the presence of the consortium created by the PITCCH public policy can assure the right governance to make the project produce valuable results. All the findings were reflected to the current literature about supranational public policies. Value – The research findings are valuable for scholars and practitioners. The former will benefit from a substantial enrichment of the existing literature and the latter will benefit from the research conclusions in order to address more effective public policies.
