"Il processo di transizione al digitale: l'informatizzazione della Pubblica Amministrazione e della Sanità"

Abstract

La presente tesi ha lo scopo di analizzare il processo di transizione al digitale della Pubblica Amministrazione e del Sistema Sanitario. Per quanto riguarda la PA, una volta analizzati i principali sviluppi storici, sono stati introdotti due concetti fondamentali: quello di e-Government e quello di Open-Government. Si è passato ad esaminare le principali strutture nate negli anni recenti (dall’AIPA a DigitPA). Gran parte della ricerca intorno alla PA è svolta su AgID, l’Agenzia che ha il compito di garantire la realizzazione degli obiettivi dell’Agenda digitale italiana e contribuire alla diffusione dell’utilizzo ICT. Sono state studiate le piattaforme ideate da AgID nel corso degli anni, come la piattaforma SPID, PagoPA, SIOPE e l’ANPR. L’altra grande parte di ricerca è stata svolta sul CAD, il Codice dell’Amministrazione Digitale. Sono stati studiati lo sviluppo e la normative che ha disciplinato il CAD, i diritti sanciti all’interno di esso e gli strumenti digitali adottati dalla PA per affrontare il processo di transizione; gli strumenti analizzati sono il documento informatico, le firme elettroniche, la Posta Elettronica Certificata, la CIE e la CNS, gli Open Data e il cloud computing. Il capitolo sulla PA si è concluso con un’analisi comparata a livello europeo, sfruttando gli indici messi a disposizione dell’Unione Europea: il DESI e l’e-Government Benchmark, confrontando Italia-Estonia-Grecia. In materia di sanità, anche in questo capitolo si è partiti da una trattazione storica, per concentrarsi poi sullo sviluppo dell’e-Health e i progetti nazionali portati avanti in quest’ambito: il CUP, la dematerializzazione, le telemedicina. Gran parte dell’analisi è stata svolta sul FSE: ambito normativo, modalità di accesso e contenuti. Il capitolo si è chiuso con l’utilizzo del FSE da parte di cittadini e medici, e del monitoraggio relativo alla sua implementazione.

This thesis aims to analyze the digital transition process of the Public Administration and the Health System. As regards the PA, once the main historical developments had been analyzed, two fundamental concepts were introduced: that of e-Government and that of Open-Government. The main structures created in recent years (from AIPA to DigitPA) were examined. Much of the research around the PA is carried out on AgID, the agency that has the task of ensuring the achievement of the objectives of the Italian digital agenda and contributing to the dissemination of ICT use. The platforms designed by AgID over the years have been studied, such as the SPID platform, PagoPA, SIOPE and the ANPR. The other major part of the research was carried out on the CAD, the Digital Administration Code. The development and regulations governing the CAD, the rights enshrined within it and the digital tools adopted by the PA to deal with the transition process were studied; the tools analyzed are the electronic document, electronic signatures, certified electronic mail, CIE and CNS, Open Data and cloud computing. The chapter on PA concluded with a comparative analysis at a European level, exploiting the indices made available to the European Union: the DESI and the e-Government Benchmark, comparing Italy-Estonia-Greece. In the field of health, also in this chapter we started from a historical discussion, to then focus on the development of e-Health and the national projects carried out in this area: the CUP, dematerialisation, telemedicine. Much of the analysis was carried out on the ESF: regulatory framework, methods of access and content. The chapter closed with the use of the ESF by citizens and doctors, and the monitoring of its implementation.
