Abstract

La storia dell'Unione europea è senza dubbio una storia di progressi e successi, avendo garantito la pace nella regione negli ultimi 70 anni e avendo sviluppato istituzioni per la cooperazione e il coordinamento costante tra gli Stati membri. Tuttavia, le funzioni e l'efficacia dell'Unione sono ancora spesso sotto esame e sempre più oggetto di critiche e preoccupazioni. Il voto sulla Brexit del 2016 e l'emergere di movimenti nazionalisti e populisti in Europa hanno rappresentato un duro colpo per il progetto di integrazione, sia per il suo impatto politico che economico. Più di recente, la pandemia di COVID-19 tuttora in corso e la risposta inizialmente lenta delle istituzioni dell'UE hanno gettato nuove ombre e dubbi sulla capacità dell'Unione di garantire sicurezza e aiuti ai suoi cittadini. Tuttavia, ogni crisi offre anche nuove opportunità e sfide che, se sfruttate e superate efficacemente, portano a ulteriori sviluppi e progressi. A tal proposito, questo contributo si propone di ricostruire la storia di un ramo specifico della politica europea, la Politica di Sicurezza e Difesa Comune (PSDC) dell'Unione europea per comprenderne il passato e cercare di definirne il futuro.

The history of the European Union is undoubtedly a history of progress and success, having guaranteed peace in the region over the past 70 years and having developed institutions for ongoing cooperation and coordination between the Member States. However, the functions and effectiveness of the Union are still often under scrutiny and increasingly the subject of criticism and concern. The 2016 Brexit vote and the emergence of nationalist and populist movements in Europe were a major blow to the integration project, both for its political and economic impact. More recently, the ongoing COVID-19 pandemic and the initial slow response of the EU institutions have cast new shadows and doubts on the Union's ability to provide security and aid to its citizens. However, each crisis also offers new opportunities and challenges which, if exploited and overcome effectively, lead to further development and progress. In this regard, this contribution aims to reconstruct the history of a specific branch of European policy, the Common Security and Defense Policy (CSDP) of the European Union, in order to understand its past and try to define its future.
