Abstract

La presente tesi approfondisce la tematica, molto attuale, della transizione ecologica in un’ottica sia normativa che politico e sociale. In particolare, l’obiettivo del presente elaborato è quello di comprendere come la politica del Green Deal rappresenti il punto di partenza per la lotta al mutamento climatico e alla promozione dell’energia sostenibile. Il primo capitolo introduce la politica del Green Deal sottolineando la sfida dei cambiamenti climatici, con lo sviluppo di un Piano economico e politico che ha un obiettivo preciso, e cioè quello di fare dell'Ue il primo grande paese a emissioni zero entro il 2050. Il secondo capitolo, inoltre, illustra i principi cardine dell’economia circolare, elemento importante e basilare del Green Deal. Sono i principi dello sviluppo sostenibile che permettono di guidare gli investimenti europei, sia pubblici che privati, anche grazie a una serie di incentivi che includono la revisione delle regole europee sugli aiuti di Stato e lo scorporo delle risorse dal rapporto sul deficit. Infine, il lavoro di tesi si propone di analizzare gli effetti che deriverebbero dalla assenza di un eventuale sviluppo dell’accordo in questione che immancabilmente produrrebbe delle problematiche legate al rischio ambientale. Esso risulta collegato alla formazione, alla amministrazione e alla distribuzione di beni, servizi o prodotti che rientrano nell’ambito dei processi industriali, e che se non adeguatamente sviluppati in conformità delle regole, possono rappresentare una causa di infortuni con effetti nel breve periodo sulla condizione fisica e psicologica della popolazione.

This thesis explores the very topical issue of the ecological transition from a regulatory, political and social point of view. In particular, the objective of this paper is to understand how the Green Deal policy represents the starting point for the fight against climate change and the promotion of sustainable energy. The first chapter introduces the Green Deal policy underlining the challenge of climate change, with the development of an economic and political plan that has a specific objective, namely that of making the EU the first major zero-emission country by 2050. The second chapter also illustrates the key principles of the circular economy, an important and basic element of the Green Deal. These are the principles of sustainable development that make it possible to guide European investments, both public and private, also thanks to a series of incentives that include the revision of the European rules on state aid and the unbundling of resources from the deficit report. Finally, the thesis work aims to analyze the effects that would derive from the absence of any development of the agreement in question which would inevitably produce problems related to environmental risk. It is linked to the training, administration and distribution of goods, services or products that fall within the scope of industrial processes, and which, if not adequately developed in compliance with the rules, can represent a cause of accidents with short-term effects on the condition. physical and psychological population.
