La Politica Ambientale dell'Unione europea: il ruolo delle rinnovabili

Abstract

In questo elaborato, ho voluto affrontare la questione ambientale in campo comunitario, analizzando poi lo stato delle energie rinnovabili, ad oggi, e quali potrebbero essere gli sviluppi futuri in questo campo. L’argomento è stato scelto in quanto ci troviamo all’inizio di un decennio che molto probabilmente segnerà il futuro della mia e di altre generazioni, anni in cui saranno necessarie scelte coraggiose e drastiche al fine di invertire un trend che al momento sembra irreversibile, ovvero il superamento del limite dei famosi 2°C entro la fine del secolo, pattuiti durante l’Accordo di Parigi. Per analizzare questo tema, cosi ampio e complesso, ho visionato sia materiale cartaceo che online, partendo da un'approccio più storico, che troverete nei primi capitoli, al fine di ricercare l’origine della “questione ambientale” sia a livello internazionale che comunitario. In seguito, nel terzo capitolo, ho introdotto il tema dell’energia ed il suo legame con i cambiamenti climatici e la promozione delle rinnovabili. Proprio quest’ultime, sono il tema principale del quarto capitolo, nel quale ho voluto analizzare le singole fonti con un’analisi un po’ più tecnica. Il penultimo capitolo si concentra invece sull’analisi delle misure incentivanti a promozione delle energie rinnovabili, con un approfondimento riguardante il nostro Paese e non solo. Infine, il capitolo conclusivo inizia ponendosi un quesito: “Le rinnovabili hanno futuro?”. Per rispondervi, ho analizzato le proiezioni per i prossimi anni per singole fonti, e trattato delle azioni più recenti attuate dall’Unione europea, una su tutte il “Green Deal europeo”. Potendo trarre delle conclusioni, personalmente spero che il rilancio economico post pandemia si basi sull’utilizzo delle fonti rinnovabili ed auspico, per perseguire tale obiettivo, che l’Unione europea si ponga come faro e guidi la transizione verso la cosiddetta “Green economy”, ispirando i Paesi emergenti e quelli già sviluppati.

In this paper, I wanted to address the environmental issue in the community field, then analyzing the state of renewable energies, to date, and what could be the future developments in this field. The topic was chosen as we are at the beginning of a decade that will most likely mark the future of mine and other generations, years in which courageous and drastic choices will be needed in order to reverse a trend that at the moment seems irreversible, or rather the overcoming of the famous 2 ° C limit by the end of the century, agreed during the Paris Agreement. To analyze this broad and complex issue, I looked at both printed and online material, starting from a more historical approach, which you will find in the first chapters, in order to research the origin of the "environmental issue" at both international and EU level. Later, in the third chapter, I introduced the topic of energy and its link with climate change and the promotion of renewables. Precisely the latter are the main theme of the fourth chapter, in which I wanted to analyze the individual sources with a slightly more technical analysis. The penultimate chapter focuses on the analysis of incentive measures for the promotion of renewable energy, with an in-depth analysis of our country and beyond. Finally, the concluding chapter begins by asking a question: “Do renewables have a future?”. To answer you, I analyzed the projections for the coming years for individual sources, and discussed the most recent actions implemented by the European Union, one above all the "European Green Deal". Being able to draw conclusions, I personally hope that the post-pandemic economic revival will be based on the use of renewable sources and I hope, to pursue this goal, that the European Union will act as a beacon and guide the transition towards the so-called "Green economy", inspiring emerging and developed countries.
