Le politiche abitative in Italia tra trasformazioni, sfide e criticità.

Abstract

Questo lavoro si propone di affrontare un tema poco dibattuto ma centrale per la sua strategicità, ovvero quelle della questione abitativa. Il ragionamento si svilupperà a partire da una fotografia generale sulle diseguaglianze sociali presenti in Italia, andando a toccare quali siano i principali eventi che hanno contribuito ad un aumento delle disparità, un quadro generale sulle criticità del welfare state italiano e le possibili risposte. La questione della casa e delle interrelate politiche abitative, che cercano di porvi rimedio, infatti sono causa e conseguenza delle iniquità esistenti e pertanto necessitano di una panoramica introduttiva che permetta di chiarificare il contesto in cui si inseriscono. Successivamente si entrerà nel pieno dell’argomento dando particolare importanza dapprima alle funzioni che l’abitazione riveste e in quanto tale fondamentali per comprenderne appieno la sua importanza, successivamente alle principali dimensioni della disuguaglianza abitativa, le manifestazioni concrete del disagio che comporta, i soggetti più a rischio a soffrire la difficoltà nell’accesso di una casa. Il background all’interno del quale l’analisi verrà svolta si fonda su un processo di trasformazioni che hanno reso la domanda abitativa una vera e propria emergenza. Verranno poi esaminate le componenti della domanda abitativa, quindi i soggetti che si trovano in una situazione di disagio abitativo e che necessitano di una risposta da parte dello stato. Come chiusura verrà riservato un approfondimento sul contesto genovese con uno sguardo sulle periferie e sui principali quartieri popolari cercando di rilevarne le principali problematiche ma anche i percorsi virtuosi intrapresi. A partire poi dal ragionamento fatto nella parte finale si cercheranno di suggerire quali interventi e misure mettere in atto per poter affrontare in ottica strategica, strutturale e di lungo periodo la questione abitativa.

This project aims to address the housing issue, an important issue of strategic nature which needs to be further discussed. The debate will develop starting from a general picture of social inequalities in Italy. It will then go through the following points: the main events that have contributed to increase the above mentioned inequalities, a general framework of the critical issues of the Italian welfare state, the possible responses. The housing issue and the interrelated housing policies were supposed to avoid inequalities, but in actual facts, they turned out to be both cause and effect of the existing inequalities. Therefore, we need to go through and examine the context in which they are embedded. We will examine in more depth the subject, giving particular importance to the functions of the house itself. This is an essential passage if we want to fully understand its importance. We will then go through all the different housing inequalities as well as all the discomfort they entail, for example, for all those people who have real impediments in accessing a house. The background within which the analysis will be carried through is based on a process of transformation that made housing demand a real emergency. Housing applications will be examined in all their parts in order to help all those who find themselves in a disadvantaged housing situation and who need to get a quick response from the Government. Eventually, we will concentrate on the context of the city of Genoa. We will take a look at the suburbs as well as the main popular districts trying to point out the most relevant problems but, at the same time, also all the important goals which have been successfully achieved. To conclude, we will make an attempt trying to suggest what kind of interventions and measures are needed in order to address the housing issue from a strategic, a structural and a long-term perspective.
