PER UNA STORIA DEI FONDI STRUTTURALI EUROPEI: ANALISI E CASE STUDIES

Abstract

La presente tesi si pone l’obiettivo di analizzare l’impatto dei finanziamenti europei sulle regioni dell’Unione, a partire dalle differenze che esse presentano in termini di sviluppo economico, riflettendo sulle possibili correlazioni o discrepanze tra l’utilizzo dei finanziamenti e la crescita del sentimento euroscettico. Infatti, a partire dal Trattato di Maastricht, si è verificata una crescita dell'atteggiamento di sfiducia o di sfavore nei confronti del processo di unificazione economica e politica dei paesi europei. Questa tesi di laurea contribuisce al dibattito sull’efficacia dei fondi europei, analizzando alcuni studi riguardanti l’impatto della politica regionale europea, sia sulla crescita economica delle regioni, sia sulla fiducia dei cittadini europei nelle politiche dell’Unione e nel processo di integrazione europea. Per la presente tesi, sono stati selezionati alcuni tra gli elaborati più recenti, al fine di mettere in evidenza le problematiche e gli aspetti migliorabili nell’erogazione dei finanziamenti europei e nella progettazione attuata dalle istituzioni locali delle regioni beneficiarie dei fondi europei. I risultati dimostrano che in generale i fondi strutturali europei hanno un impatto positivo, sia sulla crescita economica, sia sul sentimento europeista dei cittadini. Tuttavia, rimangono alcuni aspetti migliorabili, che, secondo i lavori analizzati, consistono nelle seguenti necessità: Un rafforzamento delle capacità istituzionali, soprattutto nelle regioni più svantaggiate dell’Unione; una maggiore cautela per non superare i livelli ottimali di intensità dei finanziamenti, quindi, una ripartizione delle somme in eccesso tramite un approccio più mirato e che soddisfi le esigenze delle aree a reddito medio e a reddito più basso; un maggiore investimento dedicato a innalzare i livelli di istruzione; e una più efficace comunicazione dei risultati positivi della politica di coesione ai cittadini.

This thesis aims at analyzing the impact of the European funds on the regions, starting from the differences they present in terms of economic development and reflecting on the possible correlation between the structural funds and the growth of Euroscepticism. In fact, since the Maastricht Treaty, there has been an increase in mistrust or disfavor towards the process of economic and political unification of European countries. This thesis contributes to the debate on the effectiveness of European funds, by analyzing some investigations about the impact of European regional policy, on both the economic growth of the regions and the trust of European citizens in the process of European integration. Some of the most recent papers have been selected, in order to highlight the issues and aspects that can be improved in the allocation of European funds and in the implementation carried out by local institutions in beneficiary regions. The results show that in general the European structural funds have a positive impact, both on economic growth and on the pro-European sentiment of citizens. However, there are still some aspects that can be improved, which, according to the investigations analyzed, consist of the following needs: A strengthening of institutional capacities, especially in the most disadvantaged regions; a greater caution in order not to exceed the optimal levels of funding intensity, therefore, a reallocation of exceeding sums through a more targeted approach that meets the needs of middle and lower income areas; an increased investment dedicated to raising education levels; and a more effective communication of the positive results of cohesion policy to citizens.
