dc.description.abstractIl trasporto mercantile e turistico rappresenta, con un ammontare di 34 miliardi di euro movimentati ogni anno, un'attività significativa per l'economia italiana. Un settore complesso che dispiega relazioni in tutti i continenti e, in quanto tale, è fortemente regolato e nel tempo è stato soggetto a un deciso processo di ammodernamento normativo, finalizzato ad assicurare competitività e sviluppo. Con il passare degli anni, la supply chain marittima si è appesantita ed è diventata burocraticamente lenta ed economicamente poco efficiente. I policy maker sono quindi intervenuti in due momenti distinti per cercare di rispondere alla necessità di rinnovamento. Grazie agli strumenti teorici offerti dalla letteratura istituzionalista, analizzeremo il fenomeno del cambiamento politico all’interno del sistema portuale italiano, comparando gli atti normativi del 1994 e del 2016. Il fine di quanto esposto è quello di mostrare le riforme come processi politici, la cui direzione ed il cui eventuale successo sono il risultato degli interessi dei diversi attori in gioco. Il lavoro ricostruisce la sequenzialità degli eventi endogeni ed esogeni che hanno portato ad un accumulo di anomalie e, di conseguenza, a un cambio di governance nel sistema porto italiano. A tal fine, ci concentreremo sulla risposta che i policy maker hanno fornito alle domande “come fare” e “cosa fare”. Al primo quesito si associa una modifica di setting e di strumenti politici, mentre al secondo un cambio di paradigma, quindi di valori e obiettivi. 
La domanda a cui questa tesi aspira a dare risposta è se, appurato che tra il 1994 e il 2016 ci sia stato un policy change, la modifica sia anche stata accompagnata da un paradigm shift.it_IT
dc.description.abstractMercantile and tourist transport represents a significant activity for the Italian economy, with an amount of 34 billion euros moved each year. This complex sector spreads relationships across all continents and is highly regulated. Over time it has been subject to a decisive process of regulatory modernization, aimed at ensuring competitiveness and growth. Over the years, the maritime supply chain has become bureaucratically slow and economically inefficient. The policy makers intervened in two distinct moments in order to respond to the need for renewal. Thanks to the theoretical tools offered by the institutionalist literature, we will analyze the phenomenon of political change within the Italian port system, comparing the regulatory intervention of 1994 and 2016. This work will show reforms as political processes, whose eventual success is the result of the interests of the various actors involved. We will reconstruct the sequentiality of endogenous and exogenous events that led to an accumulation of anomalies, leading to a governance change in the Italian port system. To this end, we will focus on the answer provided by policy makers to the “how to do” and “what to do” questions. The first question is associated with a change of setting and policy tools, while the second is a change of paradigm, and therefore of values ​​and objectives. The question we will answer is whether, having ascertained that between 1994 and 2016 there was a policy change, was also accompanied by a paradigm shift.en_UK
