Turismo sostenibile e Agenda 2030: I global goals come strumento per l'implementazione di politiche turistiche sostenibili

Abstract

Lo scopo principale di questo lavoro è dimostrare gli effetti positivi che il turismo può avere, se venisse convertito alla sostenibilità, tramite la realizzazione dell’Agenda 2030. A partire dai documenti ufficiali e documenti di monitoraggio, sono state ripercorse le origini del concetto di turismo sostenibile legandolo alla storia delle varie agende globali relative allo sviluppo sostenibile, che mira a portare gli stati del mondo a un alto livello di benessere economico e sociale, preservando al contempo il patrimonio naturale. Nella prima sezione, verrà presa in considerazione la struttura dell’Agenda 2030 e il modo in cui il governo italiano ha deciso di declinarla nella Strategia nazionale per lo Sviluppo Sostenibile. Nella seconda parte, verranno riportate informazioni sul turismo sostenibile e la sua importanza nell’agenda globale attraverso un’analisi dettagliata, risultato di una comparazione incrociata sui progressi negli SDGs avvenuti nel mondo, nell’UE+28, in Italia e in Liguria. Inoltre verrà fatta una breve considerazione degli effetti che il turismo sostenibile potrebbe avere sulla ripartenza economica a seguito della crisi del Covid-19. L’ultima parte del lavoro prevede quelle buone pratiche, che possono contribuire nella realizzazione dell’Agenda 2030 per il Turismo attraverso l’implementazione di politiche; il piano creato dal governo italiano per lo sviluppo del settore turistico, e il programma della regione Liguria, in particolare della provincia di Genova, che potrebbe mettere in pratica prendendo spunto da esperienze e progetti vincenti.

The main aim of this work is to demonstrate the positive effects that tourism could have, if it had had been converted to sustainability by pursuing the realization of the Agenda 2030. Starting from official documents and monitoring reports, I will retrace the origins of the sustainable tourism’s concepts by linking them to the history of the global agendas towards a sustainable development, which is supposed to bring the world to a high level of economic and social wellness, while preserving the natural heritage. By completing the first section, I’ll take into account the structure of the Agenda 2030 and how the Italian government will put it into effect through the National Strategy for Sustainable Development. In the second section, I will report information on sustainable tourism and its relevance in the global agenda, by providing an extensive analysis, which is the result of a cross-comparison of the progress towards the SDGs in the world, in EU28, Italy and Liguria. Moreover, I will briefly consider the positive effects that sustainable tourism can have for the economic recovery during the Covid-19 crisis. The last section concerns those best-practices, that could contribute to the making of an Agenda 2030 for Tourism through policies’ implementations; the plan set by the Italian government for the development of the touristic sector, and the program that the Liguria region, especially the province of Genoa, could carry out by taking example of winning experiences and projects.
