In recent years, European states have faced growing hybrid pressure combining military and non-military means while remaining below the threshold of armed conflict. This thesis examines how Finland has responded to Russian hybrid threats and why its response differs depending on the type of pressure involved. It also considers whether Finland’s approach is distinctively national or part of a broader Nordic pattern. Finland provides a particularly relevant case in the security environment that has emerged since Russia’s full-scale invasion of Ukraine and the country’s accession to NATO in 2023. The first chapter reviews the academic debate on hybrid threats and Russian sub-threshold strategy and sets out the theoretical framework for the analysis. The second examines the forms of hybrid threats affecting Finland, including infrastructure sabotage, instrumentalised migration, disinformation, cyber operations, GPS interference, and airspace violations. The third turns to Finland’s response, examining its Comprehensive Security model, the role of NATO and the European Union, and the country’s ability to withstand and adapt to different types of hybrid pressure. The final section places Finland in a broader Nordic perspective, identifying both shared approaches to security and resilience and differences arising from national strategic and institutional conditions.en_UK
