This dissertation is organized into four chapters: the first is dedicated to an analysis of the Constituent Assembly, covering its origins and composition. This study is situated within a historically significant timeframe, coinciding with the 80th anniversary of the Constituent Assembly's election. It examines key institutional milestones—such as the institutional referendum of June 2, 1946, and the election of the Constituent Assembly via universal suffrage—placing particular emphasis on women’s first participation in the vote. The discussion proceeds to examine the "Commission of 75" and the preparatory phase of the Constitution, followed by a detailed analysis of the Constituent Assembly's composition, outlining the overall profile of the 556 deputies. The second chapter examines the dimension of "experience" within the Constitution—viewed in terms of age and the impact this requirement has on the Charter's fundamental provisions. More specifically, the analysis focuses on the provisions contained in Articles 48, 56 (third paragraph), 58 (second paragraph), 83, 84, 104 (fourth paragraph), 106 (third paragraph), and 135 (second paragraph) of the Constitution. The third chapter examines these same constitutional provisions through the lens of "knowledge" within the Constitution—understood as the possession of the qualifications necessary to exercise the functions prescribed by the rules themselves. The fourth and final chapter, dedicated to examining the role of "knowledge" in the constitutions of major European Union countries, focuses on the models found in France, Spain, and Germany. In conclusion, as we mark the 80th anniversary of the Constituent Assembly, reflection on the constitutional design highlights that the Charter is not an outdated or obsolete document, but rather a vital organism capable of continuously interpreting the challenges of modernity.en_UK
