Abstract
La presente tesi esamina l'impatto delle Zone a Traffico Limitato (ZTL) e delle Zone a Basse Emissioni (LEZ), fornendo una valutazione dei loro benefici ambientali e logistici nell'ambito della mobilità sostenibile. Il percorso inizia analizzando i fenomeni di urbanizzazione e saturazione degli spazi, i quali generano congestione e gravi esternalità negative, sia sul piano economico che su quello della salute pubblica. In risposta a tali criticità, lo studio approfondisce il quadro teorico e normativo di ZTL e LEZ, evidenziando come la sinergia tra la riduzione dei volumi di traffico e la selezione qualitativa del parco veicolare riesca ad abbattere drasticamente le emissioni inquinanti. In questo contesto, i Sistemi di Trasporto Intelligenti (ITS) rappresentano un pilastro tecnologico fondamentale per l'elaborazione dei dati in tempo reale e l'ottimizzazione dei flussi di traffico. L’efficacia di tali politiche viene verificata attraverso un'analisi di casi studio italiani ed europei, valutando gli impatti ambientali e logistici dell’integrazione sinergica di queste misure all’interno di grandi centri urbani. Il lavoro si conclude con un'analisi SWOT che sintetizza i fattori interni ed esterni, evidenziando i reali vantaggi, i limiti e i rischi legati all'introduzione di queste misure.
 
This thesis examines the impact of Limited Traffic Zones (ZTLs) and Low Emission Zones (LEZs), evaluating their environmental and logistical benefits within the framework of sustainable mobility. The study begins by analyzing urbanization and spatial saturation, phenomena that generate congestion and significant negative externalities affecting both the economy and public health. In response to these challenges, the research explores the theoretical and regulatory framework of ZTLs and LEZs, highlighting how the synergy between reduced traffic volumes and the qualitative selection of the vehicle fleet can drastically lower pollutant emissions. In this context, Intelligent Transport Systems (ITS) serve as a crucial technological pillar for real-time data processing and traffic flow optimization. The effectiveness of these policies is assessed through an analysis of Italian and European case studies, evaluating the environmental and logistical impacts of synergistically integrating these measures into major urban centers. The work concludes with a SWOT analysis that synthesizes internal and external factors, highlighting the actual advantages, limitations, and risks associated with the implementation of these measures.
