Le Scuole di Servizio Sociale in Liguria: un'indagine storiografica

Abstract

La tesi nasce da una semplice domanda: cosa sappiamo delle scuole che hanno formato i primi assistenti sociali liguri? A Genova operarono contemporaneamente due scuole di Servizio sociale: la Scuola Residenziale Assistenti Sociali, fondata nel 1956 su impulso dell’O.N.A.R.M.O. e del Cardinale Siri, e la Scuola Superiore di Servizio Sociale, nata nel 1953 da un’iniziativa laica e istituzionale promossa dalla Camera di Commercio. Due scuole nella stessa città, nate quasi contemporaneamente, che si trovarono a incarnare due visioni diverse — e spesso contrapposte — del Servizio sociale, del welfare e del ruolo della professione nella società. Studiarle insieme, in modo comparativo, permette di leggere attraverso di esse le tensioni più profonde dell’Italia del dopoguerra: tra laicità e confessionalismo, tra industria e territorio, tra controllo sociale e promozione dei diritti. Il lavoro si articola in tre capitoli. Il primo offre il quadro storico e istituzionale entro cui le scuole liguri si inseriscono: il sistema di protezione sociale italiano dalla legge Rattazzi all’avvento della Repubblica, le origini del Servizio sociale professionale in Italia, il Convegno di Tremezzo del 1946 come momento fondativo, il programma educativo finanziato dall’A.A.I. e la fase di espansione e consolidamento delle scuole tra il 1950 e la metà degli anni Sessanta. Il secondo capitolo è il cuore della ricerca: attraverso quattordici interviste semistrutturate condotte con ex studentesse, studenti e docenti delle due scuole, ricostruisce dall’interno la vita di quegli istituti e propone un confronto analitico tra le due realtà. Il terzo capitolo allarga la prospettiva nel tempo: mette a confronto il modello formativo delle scuole storiche con il sistema universitario contemporaneo.

The thesis arises from a simple question: what do we know about the schools that trained the first Ligurian social workers? Two social work schools operated simultaneously in Genoa: the Social Workers Residential School, founded in 1956 at the instigation of ONARMO and Cardinal Siri, and the Higher School of Social Work, founded in 1953 from a secular and institutional initiative promoted by the Chamber of Commerce. Two schools in the same city, born almost simultaneously, found themselves embodying two different —and often opposing— visions of Social Work, welfare, and the role of the profession in society. Studying them together, in a comparative way, allows us to read through them the deepest tensions of postwar Italy: between secularism and confessionalism, between industry and territory, between social control and the promotion of rights. The work is divided into three chapters. The first offers the historical and institutional framework within which Ligurian schools fit: the Italian social protection system from the Rattazzi Law to the advent of the Republic, the origins of the Professional Social Service in Italy, the 1946 Tremezzo Conference as its founding moment, the educational program funded by the AAI, and the phase of school expansion and consolidation between 1950 and the mid-1960s. The second chapter is the heart of the research: through fourteen semi-structured interviews conducted with former students, students, and teachers from the two schools, it reconstructs the life of those institutions from the inside and proposes an analytical comparison between the two realities. The third chapter broadens the perspective over time: it compares the educational model of historical schools with the contemporary university system.
