Il rugby in Italia: evoluzione, impatto territoriale e governance.

Abstract

Il presente elaborato analizza il movimento rugbistico italiano esplorandone l'evoluzione storica, la governance federale e l'impatto socio-economico e territoriale, con un focus specifico sul modello della regione Liguria. Attraverso un approccio di ricerca misto, che integra l'analisi dei bilanci della Federazione Italiana Rugby (FIR) e interviste qualitative sottoposte a figure istituzionali locali, la ricerca evidenzia la forte dipendenza finanziaria del sistema nazionale dagli eventi internazionali di vertice (come il Torneo Sei Nazioni), a fronte di una drastica riduzione degli investimenti destinati all'attività di base. Questo squilibrio manageriale si riflette in una marcata frammentazione territoriale dell'offerta sportiva tra il Nord e il resto d'Italia. Il secondo capitolo restringe il campo d'indagine alla Liguria, dimostrando come la complessa orografia del territorio e il severo deficit infrastrutturale limitino fortemente l'espansione della disciplina. Tale criticità è degenerata in una recente crisi strutturale a causa delle rigide normative federali sui campi in erba sintetica, che hanno decimato le strutture agibili. Nonostante queste barriere fisiche e burocratiche, il movimento ligure dimostra una notevole resilienza identitaria. Guardando all'orizzonte del 2030, l'elaborato conclude che la riqualificazione degli impianti storici (in particolare lo Stadio Carlini-Bollesan di Genova), la promozione di varianti a ridotto impatto spaziale e l'attrazione di eventi strategici legati al turismo sportivo rappresentano le direttrici fondamentali per garantire la sostenibilità economica e sociale del movimento sul territorio ligure.

This thesis analyzes the Italian rugby movement by exploring its historical evolution, federal governance, and socio-economic and territorial impact, with a specific focus on the model of the Liguria region. Through a mixed-methods research approach, which integrates the financial analysis of the Italian Rugby Federation (FIR) and qualitative interviews conducted with local institutional figures, the research highlights the national system's strong financial dependence on elite international events (such as the Six Nations Tournament), contrasting with a drastic reduction in investments destined for grassroots activities. This managerial imbalance is reflected in a marked territorial fragmentation of the sports offering between Northern Italy and the rest of the country. The second chapter narrows the scope to Liguria, demonstrating how the region's complex orography and severe infrastructural deficit heavily limit the expansion of the sport. This critical situation degenerated into a recent structural crisis due to strict federal regulations on synthetic turf pitches, which decimated the available and compliant facilities. Despite these physical and bureaucratic barriers, the Ligurian movement demonstrates remarkable identity resilience. Looking towards the 2030 horizon, the study concludes that the redevelopment of historic facilities (specifically the Carlini-Bollesan Stadium in Genoa), the promotion of low-impact spatial variants, and the attraction of strategic events linked to sports tourism represent the fundamental guidelines to ensure the economic and social sustainability of the movement in the local Ligurian territory.
