Il Documento Unico di Programmazione negli Enti Locali: confronto tra Comuni liguri con Bandiera Blu

Abstract

L'obiettivo di questo elaborato è analizzare la programmazione nelle amministrazioni pubbliche, soffermandosi principalmente sul Documento Unico di Programmazione. Si procederà, in primo luogo, a descrivere la programmazione analizzando i documenti che vengono utilizzati in tale ambito dagli Enti Locali. Terminata questa parte, ci si concentrerà prevalentemente sul Documento Unico di Programmazione; verranno descritti i contenuti e la struttura di tale documento; si analizzeranno le varie tipologie adottabili e si presenterà un confronto con gli altri documenti programmatori. In conclusione, si confronteranno i DUP di diversi comuni liguri selezionati utilizzando il criterio della cosiddetta “Bandiera blu” e il numero di abitanti.

The objective of this paper is to analyze planning process in the public organisations, primarily focusing primarily on the Single Programming Document. The next chapters will first describe the planning, looking at the various documents used in the process from local governments. After completing this section, there will be a focus on the Single Programming Document. The content and structure of this document will be described; the various types that can be adopted will be analyzed, and a comparison with other planning documents will be made. Finally, there will be a comparison of the DUPs of different Ligurian local governments, which have been selected by using the so-called "blue flag" criterion and the number of inhabitants.
