Le esternalità nei settori dell'elettricità e dei trasporti: analisi e policies

Abstract

Questo lavoro approfondisce il tema delle esternalità legate, in particolare, ai settori dei trasporti e dell’elettricità. Quello delle esternalità è uno dei problemi più rilevanti all’interno della società contemporanea, soprattutto per le sue implicazioni a livello economico ed ambientale, con un’emergenza climatica che rappresenta la principale fonte di preoccupazione per le generazioni future. L’obiettivo di questa tesi è quello di approfondire, da un lato, la portata globale delle esternalità e, dall’altro, analizzare gli strumenti regionali e locali che sono stati adottati per mitigarle. Dall’analisi delle politiche prese in considerazione emerge che esse sono state assolutamente rilevanti nel limitare la quantità di emissioni, ma rimane aperto il dibattito sugli effetti sociali che politiche come, ad esempio, la Ultra Low Emission Zone (ULEZ) di Londra possono implicare. La tesi mette in luce come l’applicazione di determinate politiche richieda un approccio integrato, che tenga in considerazione le implicazioni socioeconomiche e i differenti bisogni di tutte le porzioni di popolazione, senza trascurare gli effetti sulle comunità svantaggiate.

This work delves into the topic of externalities related, in particular, to the transport and electricity sectors. Externalities is one of the most relevant problems within contemporary society, especially due to its economic and environmental implications, with a climate emergency representing the main source of concern for future generations. The objective of this thesis is to deepen, on the one hand, the global scope of externalities and, on the other hand, analyze the regional and local instruments that have been adopted to mitigate them. An analysis of the policies taken into account shows that they have been absolutely relevant in limiting the amount of emissions, but the debate remains open on the social effects that policies such as, for example, the Ultra Low Emission Zone (ULEZ) in London may imply. The thesis highlights how the application of certain policies requires an integrated approach, which takes into consideration the socio-economic implications and different needs of all portions of the population, without neglecting the effects on disadvantaged communities.
