Abstract

La tesi esplora l'evoluzione dei rapporti tra la Pubblica Amministrazione (PA) e le organizzazioni non profit in Italia, con un focus particolare sulla riforma del Terzo Settore e le sue implicazioni. - Definizioni e Numeri: Diverse definizioni del settore non profit a livello internazionale e la crescita delle organizzazioni non profit in Italia. - Storia ed Evoluzione: Dall'Old Public Administration al Public Management, con un focus sulle trasformazioni legislative e organizzative. - Riforma del Terzo Settore: Introduzione di una definizione comune per gli Enti del Terzo Settore (ETS) e la creazione del Registro Unico Nazionale del Terzo Settore (Runts). - Finanziamento e Supporto: Mix di fondi pubblici e privati, agevolazioni fiscali e supporto formativo per sostenere le attività degli ETS. - Politiche: Analisi delle politiche giovanili e delle sfide legate alla professionalizzazione e all'ibridazione delle attività educative e di volontariato - Collaborazioni e Sinergie: Modelli di amministrazione condivisa e co-progettazione tra PA e ETS. - Esempio di Progetti Congiunti: Il progetto StarTappe nel Comune di Genova come esempio di co-progettazione efficace. - Riflessioni sulle trasformazioni della PA e del Terzo Settore: l'importanza della collaborazione e della co-progettazione, e le sfide future per un'amministrazione più efficiente e orientata al cittadino.
