Città sostenibili e inclusive: analisi della mobilità e dell'accessibilità urbana nei casi studio di Curitiba e Genova.

Abstract

Le città possono essere considerate come l’arena in cui i cambiamenti climatici, demografici e tecnologico-digitali, si manifestano con la massima intensità. In un contesto circoscritto come quello cittadino, infatti, è possibile osservare le nuove sfide e tendenze globali che influiscono profondamente non solo sull’ambiente, ma anche sulla vita quotidiana dei singoli individui. L’elaborato inizia quindi con una breve analisi del concetto di sostenibilità nelle relazioni internazionali, per poi proseguire con un approfondimento sugli elementi teorici fondamentali nella progettazione di insediamenti umani che siano inclusivi, duraturi e sostenibili, come previsto dall’undicesimo obiettivo dell’Agenda 2030. In particolare, vengono esaminati due elementi inscindibili l’uno dall’altra nella pianificazione di città sostenibili, ovvero la mobilità e l’accessibilità urbana, che permettono di implementare la sostenibilità nelle sue tre declinazioni principali, ovvero ambientale, economica e sociale. Nella seconda parte dell’elaborato, invece, viene svolta un’analisi empirica, che presenta le azioni concrete realizzate dalla città di Curitiba, riconosciuta a livello globale come un modello di sostenibilità ambientale, per poi confrontarle con il recente percorso di sostenibilità intrapreso dalla città di Genova. Dalla ricerca emerge quindi l’importanza di una pianificazione ben strutturata, che consideri le peculiarità del contesto locale per garantire l’efficacia e l’armonia degli interventi amministrativi e politici sul territorio locale.

Cities can be regarded as the arena in which climate, demographic, and technological-digital changes manifest themselves with the greatest intensity. Indeed, in a confined context such as the city, it is possible to observe the new global challenges and trends that profoundly affect not only the environment, but also the daily lives of individuals. The paper begins with a brief analysis of the sustainability concept in international relations, and then continues with an in-depth look at the fundamental theoretical elements in designing human settlements that are inclusive, durable, and sustainable, as envisioned by Goal 11 of the 2030 Agenda. Specifically, two crucial elements are considered in the paper for the planning of sustainable cities: mobility and urban accessibility. In fact, they enable the implementation of sustainability in its three main fields of application, which namely are environmental, economic and social. In the second part of the paper, on the other hand, an empirical analysis is carried out, presenting the concrete actions implemented by the city of Curitiba, which is globally recognized as a model of environmental sustainability. These actions are then compared with the recent sustainability path undertaken by the city of Genoa, to better understand how it can be enhanced.

Thus, the research shows the importance of well-structured planning that considers the soecific features of the local context to ensure the effectiveness and harmony of administrative and policy interventions in the local area.
