Cyber Strategy: l’arte di creare potere

Abstract

Nell'era digitale in cui viviamo, la connettività globale e l'interconnessione dei sistemi informatici hanno portato con sé una serie di sfide e minacce senza precedenti. La crescente dipendenza dalla tecnologia e l'evoluzione costante del panorama digitale hanno reso la sicurezza informatica una priorità cruciale per gli individui, le organizzazioni e gli Stati. Inoltre, l’incessante interconnessione del mondo ha aperto nuovi scenari di minacce e opportunità senza precedenti per le nazioni e la comunità internazionale nel suo complesso. In questo contesto, la cyber war, il cyberspace e la cyber strategy sono diventati concetti centrali per comprendere le dinamiche delle relazioni internazionali nell'era digitale. Il tema della tesi, la cyber strategy o strategia cibernetica, emerge come un campo di studi e applicazioni che mira a proteggere le infrastrutture digitali, mitigare i rischi e garantire la resilienza delle società moderne. L'obiettivo principale della tesi è quello di fornire una panoramica della cyber strategy, delle sue componenti e del suo ruolo nelle relazioni internazionali attraverso un’indagine approfondita. Nel primo capitolo si esamineranno i fondamenti della strategia cibernetica, quindi i concetti di cyberspace, cyber war e cyber strategy, le sue componenti e i suoi effetti coercitivi. Nel secondo capitolo verrà approfondita l’interconnessione tra cyber strategy e potere, le sue implicazioni nel contesto internazionale e le tendenze future. Nel terzo ed ultimo capitolo si effettuerà l’analisi tre casi di studio, Russia, Stati Uniti e Cina, e verranno indagate le diverse strategie cibernetiche impiegate da questi Stati.

In the digital age in which we live, global connectivity and the interconnectedness of information systems have brought with them an unprecedented array of challenges and threats. The increasing dependence on technology and the constantly evolving digital landscape have made cybersecurity a critical priority for individuals, organizations, and states. In addition, the relentless interconnectedness of the world has opened up new scenarios of unprecedented threats and opportunities for nations and the international community as a whole. In this context, cyber war, cyberspace and cyber strategy have become central concepts for understanding the dynamics of international relations in the digital age. The thesis topic, cyber strategy or cyber strategy, emerges as a field of study and application that aims to protect digital infrastructure, mitigate risks and ensure the resilience of modern societies. The main objective of this thesis is to provide an overview of cyber strategy, its components and its role in international relations through an in-depth survey. The first chapter will examine the fundamentals of cyber strategy, then the concepts of cyberspace, cyber war and cyber strategy, its components and its coercive effects. The second chapter will explore the interconnection between cyber strategy and power, its implications in the international context and future trends. In the third and final chapter, three case studies, Russia, the United States and China, will be analyzed and the different cyber strategies employed by these states will be investigated.
