Trasporto pubblico locale a tariffazione gratuita: efficacia, efficienza, equità

Abstract

Obiettivo della tesi è quello di svolgere un’analisi critica del trasporto pubblico a tariffazione completamente gratuita attraverso lo studio di sperimentazioni e di studi più generali sull’argomento. Il percorso di ricerca, pur non avendo la pretesa di essere esaustivo, ha portato in modo inequivocabile ad una conclusione. Il risultato è che il trasporto pubblico locale a tariffazione completamente gratuita non è efficace rispetto ai vari scopi, non è equo e non è efficiente. La tesi comincerà con una breve descrizione del trasporto pubblico locale, presenterà la tematica ambientale, la scelta modale, i modi di finanziamento e gli obiettivi della gratuità. Presenterà una panoramica del percorso di ricerca svolto su un numero consistente di articoli. Infine, analizzerà possibili alternative.

The aim of this thesis is to carry out a critical analysis of the full free fare public transport, through the study of trials and previous researches on the topic. The research, though not exhaustive, leads to one conclusion, that FFPT is not effective for the purposes it is thought for, it is not fair and it is not efficient. The thesis begins with a short description of the local public transport, it goes on with the environmental issues, the modal choice, the means of funding and the goals of free fares. It shows an overview of the research path carried out on a substantial number of academic papers. Ultimately, it analyzes possible alternatives to FFPT.
