"Ritrovarsi e ricongiungersi": il ricongiungimento famigliare in età prescolare.

Abstract

In questo lavoro di tesi si è voluto approfondire il tema del ricongiungimento familiare dalla sua evoluzione nel corso degli anni alle leggi che lo tutelano oggi, precisamente a partire dalla Convenzione di New York fino ai giorni nostri. Si è trattata anche la questione più umana di questa pratica che porta le famiglie a ricongiungersi dopo tanto tempo separati in un nuovo ambiente e tutto ciò che ne deriva: senso di solitudine, senso di abbandono, senso di incertezza, precarietà della vita in generale. Fondamentale anche il rapporto genitori e figli e come questo possa essere incentivato e tutelato dalla legge e dallo stato italiano. Si sono affrontati anche gli aspetti più burocratici della pratica di ricongiungimento familiare che portando il lettore a capire meglio le eventuali difficoltà che dovranno affrontare le famiglie e la lunghezza del percorso. Trattandosi nello specifico di minori è importante prendere in considerazione i diritti dell’infanzia che devono necessariamente essere tutelati anche in questa delicata fase di transizione accompagnando le famiglie nel percorso di ricongiungimento e di integrazione nel paese di arrivo. È importante anche affrontare l’argomento del migrante che spesso viene guardato con paura e pregiudizio quando invece può essere un arricchimento sociale e umano. Pertanto vista la normativa relativa ai diritti delle bambine e dei bambini e sul ricongiungimento, visti gli aspetti pedagogici, sociologici ed economici del tema e visti i possibili interventi attraverso l’ausilio di figure specializzate nel campo socio-educativo, ne segue che la famiglia è al centro del lavoro di tesi, ma non solo, è fulcro di ogni società e da tale è importante che venga tutelata sempre.

In this thesis work, the topic of family reunification was examined in depth from its evolution over the years to the laws that protect it today, precisely from the New York Convention to the present day. It also dealt with the more human issue of this practice that leads families to reunite after a long time apart in a new environment and all that this entails: a sense of loneliness, a sense of abandonment, a sense of uncertainty, precariousness of life in general. Also fundamental was the relationship between parents and children and how this can be encouraged and protected by the law and the Italian state. The more bureaucratic aspects of family reunification practice were also addressed, leading the reader to better understand the possible difficulties that families will have to face and the length of the process. Dealing specifically with minors, it is important to consider the rights of children that must necessarily be protected even in this delicate transitional phase by accompanying families in the path of reunification and integration in the country of arrival. It is also important to address the issue of migrants, who are often viewed with fear and prejudice when in fact they can be a social and human enrichment. Therefore, given the legislation on the rights of girls and boys and on reunification, given the pedagogical, sociological and economic aspects of the topic and given the possibilities of reunification, it is important to address the issue of migrants.
