L'importanza della pianificazione viaggio nella prevenzione degli incidenti

Abstract

La tesi affronta alcuni aspetti della pianificazione viaggio, ad esempio: che cosa significa “pianificazione viaggio”, i passaggi nel quale è suddiviso, le linee guide fornite dalle organizzazioni internazionali e dalle compagnie marittime (includendo le checklist usate); per poi analizzare i 2 incidenti marittimi scelti; L’incaglio della ultra-portacontainer CMA CGM Vasco De Gama nel Thorn Channel a Southampton (Inghilterra) e l’incaglio della General Cargo M/V Priscilla nell’area di Pentland Firth (Scozia). Si esamina gli errori commessi e il motivo per cui questi errori si sono verificati, che cosa si poteva fare meglio ed in quale di essi si è verificato un errore nella pianificazione o una pianificazione del viaggio non adeguata. Concludendo, con la parte più accattivante della tesi, fornendo delle osservazioni e consigli personali in modo da evitare errori e fraintendimenti futuri basati su più di 30 incidenti analizzati personalmente ma non qui riportati e dalla mia personale esperienza di circa 10 anni di servizio per mare da allievo ufficiale a primo ufficiale nei quali per diversi anni supervisionavo le pianificazioni viaggio su navi da crociera, traghetti e per un breve periodo anche su supply.

The dissertation will address some aspects of passage planning, such as its meaning, its stages, the guidelines provided by international organizations and maritime companies (checklists included). The focus will then shift to analyzing the two maritime accidents chosen; the ultra-container vessel CMA CGM Vasco De Gama grounding on Thorn Channel, Southampton (England), and the general cargo M/V Priscilla grounding on Pentland Firth (Scotland). Examining the errors made and the reasons behind them, what could have been done better and when an error or lack of adequate voyage planning occurred. As a conclusion, and as the main object of the thesis, I will provide personal suggestions and observations to avoid future misunderstandings and errors, starting off from the personal analysis of over 30 accidents but not reported them here and my own personal experience of about 10 years of service at sea, from deck cadet to 1st officer, during which I have been overseeing passage planning on board of Cruise ships, Ferries and briefly also on Supply vessels.
