Luci e ombre dell'Unione Europea

Abstract

Gli eventi del febbraio del 2022, relativi all’aggressione Russa nei confronti dell’Ucraina, hanno determinato un profondo turbamento nella popolazione europea, con ripercussioni, anche politiche, che hanno nuovamente riacceso il dibattito sull’importante tema di difesa e sicurezza in ambito eurocomunitario. La guerra ha indubbiamente spinto ad una maggiore riflessione e presa di coscienza da parte di tutti sul delicato tema della difesa europea, tuttavia, va riconosciuto che importanti iniziative europee sono iniziate prima dello scoppio del conflitto russo-ucraino; ciò rappresenta un importante segnale dell’effettiva e concreta necessità di dare alla difesa europea una svolta, verso una proficua integrazione fra gli Stati membri, intesa a renderla più efficiente e autonoma . La prima parte della tesi illustrerà brevemente le principali tappe del percorso europeo di integrazione, in ambito di difesa e sicurezza, fino all’attuale assetto istituzionale. Nei successivi capitoli verrà affrontato il tema dell’attività europea, sia in termini di capacità ed efficacia sia in termini di strumenti messi in campo fino ad oggi dall’Ue. Stante la particolarità dell’argomento, essendo una “nuova” dimensione di conflittualità, alla tematica degli attacchi informatici, è stato dedicato un breve capitolo che illustra le principali sfide per questo argomento, da inserirsi comunque nel più grande contesto della sicurezza. Un ulteriore capitolo è stato dedicato all’analisi di spesa degli Stati europei, per il comparto difesa, in relazione agli obiettivi generali assunti in ambito PESCO. Questo capitolo ha la finalità di integrare le considerazioni già precedentemente assunte, al fine di fornire un dato numerico e facilmente verificabile in relazione al cammino verso l’integrazione europea. Infine nelle conclusioni si intende mettere a confronto i due temi centrali:“Efficacia dell’U” e “Attività e iniziative dell’Ue: possibili strade per una maggiore integrazione e autonomia”.

The events of February 2022, relating to the Russian aggression against Ukraine, have caused a profound disturbance in the European population, with repercussions, including political ones, which have once again rekindled the debate on the important issue of defense and security in the Euro-Community context . The war has undoubtedly prompted greater reflection and awareness on the part of everyone on the delicate issue of European defence, however, it must be recognized that important European initiatives began before the outbreak of the Russian-Ukrainian conflict; this represents an important signal of the effective and concrete need to give European defense a turning point, towards a profitable integration between the member states, aimed at making it more efficient and autonomous. The first part of the thesis will briefly illustrate the main stages of the European integration process, in the field of defense and security, up to the current institutional set-up. In the following chapters, the issue of European activity will be addressed, both in terms of capacity and effectiveness and in terms of the tools put in place up to now by the EU. Given the particularity of the topic, being a "new" dimension of conflict, a short chapter has been dedicated to the issue of cyber attacks that illustrates the main challenges for this topic, to be inserted in any case in the larger context of security. A further chapter was dedicated to the analysis of the expenditure of European states, for the defense sector, in relation to the general objectives assumed in the PESCO context. This chapter aims to integrate the considerations already made previously, in order to provide numerical and easily verifiable data in relation to the path towards European integration. Finally, the conclusions intend to compare the two central themes: "Effectiveness of the EU" and "Activities and initiatives of the EU: possible ways for greater integration and autonomy".
