Il Sistema di Accoglienza e Integrazione, la nascita e l'evoluzione del Progetto SAI n.1365 del Comune di Cogorno.

Abstract

L’elaborato di tesi è frutto dell’attualità del fenomeno dell’immigrazione e della sua importanza sia per l’accoglienza che per l’integrazione necessaria fra persone di etnia, cultura ed esperienze diverse. Il sistema di accoglienza in Italia attualmente si articola su diversi livelli. La tesi riguarda una particolare tipologia di accoglienza strutturata di secondo livello, denominata Progetto SAI, progetto adottato anche dal Comune di Cogorno. Si ripercorrono, nel Capitolo I, le fasi storiche che hanno contribuito ad affinare l’attuale normativa italiana ed europea per i richiedenti protezione internazionale e rifugiati. In particolare si descrive lo sviluppo normativo che ha portato al passaggio da SPRAR, al SIPROIMI, poi trasformatosi in SAI. L’obiettivo della tesi è quello di esporre il Progetto SAI n.1365 del Comune di Cogorno. Il Capitolo II descrive le motivazioni e le modalità della nascita del progetto e come lo stesso è stato realizzato dalla Cooperativa Valdocco, ente gestore del progetto. Il Capitolo è dedicato alle fasi di sviluppo del progetto territoriale determinate dall’incremento dei beneficiari a seguito di situazioni emergenziali. L’attenzione poi viene posta sull’analisi degli attori operanti all’interno del progetto e sull’equipe multidisciplinare. Per descrivere il percorso di accoglienza integrata all’interno del Progetto, si è ritenuto utile riportare, nel Capitolo III e nel Capitolo IV, due percorsi di accoglienza di beneficiari provenienti da zone del mondo molto diverse e lontane. Il Capitolo III delinea l’accoglienza del nucleo familiare monoparentale proveniente dalla Sierra Leone mentre nel IV e nell’ultimo Capitolo l’attenzione viene posta sulla situazione di emergenza in Ucraina sviluppatasi nel Febbraio 2022. È stato necessario approfondire i profili giuridici della protezione temporanea per poi presentare la prima accoglienza ucraina all’interno del Progetto SAI di Cogorno di un nucleo familiare proveniente da Karkiv.

The thesis work is the result of the topicality of the immigration phenomenon and its importance both for the reception and for the necessary integration between people of different ethnicity, culture and experiences. The reception system in Italy is currently divided into various levels. The thesis concerns a particular type of second-level structured reception, called SAI Project, a project also adopted by the Municipality of Cogorno. In Chapter I, the historical phases that have contributed to refining the current Italian and European legislation for applicants for international protection and refugees are retraced. In particular, the regulatory development that led to the transition from SPRAR to SIPROIMI, later transformed into SAI, is described. The aim of the thesis is to expose the SAI Project n.1365 of the Municipality of Cogorno. Chapter II describes the reasons and methods of the birth of the project and how it was implemented by the Valdocco Cooperative, the project manager. The Chapter is dedicated to the development phases of the territorial project determined by the increase in beneficiaries following emergency situations. Attention is then placed on the analysis of the actors operating within the project and on the multidisciplinary team. To describe the integrated reception process within the Project, it was deemed useful to report, in Chapter III and Chapter IV, two reception processes for beneficiaries from very different and distant areas of the world. Chapter III outlines the reception of single-parent families from Sierra Leone while in the IV and last Chapter the focus is placed on the emergency situation in Ukraine which developed in February 2022. It was necessary to deepen the legal profiles of temporary protection to then present the first Ukrainian reception within the Cogorno SAI Project of a family nucleus from Karkiv.
