Rischi e opportunità dell'intelligenza artificiale, la risposta strategica dei governi

Abstract

La tesi è divisa in tre capitoli, nell’introduzione si spiega cosa siano gli attacchi cibernetici e la guerra informatica. La prima parte è dedicata all’analisi delle intrusioni cibernetiche, conduce una vera e propria indagine sulle vulnerabilità dei sistemi informatici e sulle intrusioni e la gravità che possono avere nel mondo reale, prende in considerazione tre diversi contributi del mondo accademico al fine di dare un quadro completo di cosa sia un attacco informatico, le sue fasi e le sue complessità e si sofferma sul problema dell’attribuzione nel mondo virtuale. La seconda parte dell’elaborato è dedicata alle strategie comunitarie ed Italiane in materia di cybersecurity e cyberwarfare, spiega quali siano le maggiori minacce percepite dalle istituzioni, quali sono gli obiettivi da raggiungere per assicurare maggiore resilienza ai nostri territori in un contesto virtuale che diventa sempre più collegato alla realtà e tocca ogni settore della nostra economia e società. Lo scopo di questo capitolo è di capire quale sia la cornice legislativa entro i quali i nostri governi lavorano. La terza parte è dedicata alle sfide tecnologiche del futuro e di come, negli ultimi anni, eventi come la pandemia da COVID-19 e la guerra in corso in Ucraina abbiano cambiato l’ambiente virtuale, lo sviluppo tecnologico e il panorama degli attacchi informatici.

The thesis is divided into three chapters, the introduction explains what cyber attacks and cyber warfare are. The first part is dedicated to the analysis of cyber intrusions, conducts a real investigation into the vulnerabilities of computer systems and the intrusions and the seriousness they can have in the real world, takes into consideration three different contributions from the academic world in order to give an complete picture of what a cyber attack is, its phases and its complexities and focuses on the problem of attribution in the virtual world. The second part of the thesis is dedicated to EU and Italian strategies in the field of cybersecurity and cyberwarfare, explains which are the major threats perceived by the institutions, which are the objectives to be achieved to ensure greater resilience to our territories in a virtual context which is more connected to reality and touches every sector of our economy and society. The purpose of this chapter is to understand the legislative framework within which our governments work. The third part is dedicated to the technological challenges of the future and how, in recent years, events such as the COVID-19 pandemic and the ongoing war in Ukraine have changed the virtual environment, technological development and the landscape of cyber attacks.
