Commercio internazionale di servizi e Unione Europea: il GATS tra presente e futuro

Abstract

Il fine dell’elaborato è quello di un’analisi delle principali evoluzioni del sistema GATS e l’impatto che lo stesso ha avuto sul commercio internazionale, prendendo le mosse dall’esame del contesto in cui l’Accordo generale sullo scambio di servizi si è formato fino alle sue più recenti modifiche. La trattazione si apre con la descrizione del sistema GATT, che portò successivamente alla nascita dell’Organizzazione Mondiale del Commercio, e l’esame dell’Accordo generale; prosegue con un approfondimento sulla crisi che attualmente attraversa l’OMC e si conclude con le recenti modifiche apportate al sistema GATS, atte a introdurre discipline che possano semplificare le procedure di autorizzazione per consentire anche alle piccole e medie imprese di accedere al mercato del commercio internazionale.

The purpose of the thesis is to analyze the main evolutions of the GATS system and the impact it has had on international trade, starting from the examination of the context in which the General Agreement on the trade in services was format up to its most recent changes. The discussion opens with the description of the GATT system, which subsequently led to the birth of the World Trade Organization, and the examination of the General Agreement; continues with an in-depth analysis of the crisis currently affecting the WTO and concludes with the recent changes made to the GATS system, aimed at introducing disciplines that can simplify the authorization procedures to also allow small and medium-sized enterprises to access the international trade market.
