Oltre la retorica della fuga dei cervelli: emigrazione qualificata e diritto a restare nel discorso pubblico italiano.

Abstract

La tesi analizza l'emigrazione qualificata italiana contemporanea mettendo in discussione la retorica della "fuga dei cervelli", che interpreta le partenze come il risultato di una libera scelta individuale. L'elaborato sostiene invece che tale interpretazione oscuri i vincoli strutturali che limitano le possibilità effettive di scelta dei soggetti. La ricerca adotta un approccio teorico-interpretativo integrato da un'analisi qualitativa del discorso pubblico. Dopo aver ricostruito l'evoluzione dell'emigrazione italiana contemporanea, evidenziando il passaggio dalla necessità materiale dei cicli migratori del passato ai vincoli odierni legati alla precarietà e alla riduzione delle opportunità, la tesi sviluppa un quadro teorico fondato sui contributi di Amartya Sen, Axel Honneth e Miranda Fricker. Attraverso la distinzione tra libertà formale e libertà sostanziale, la teoria del riconoscimento e il concetto di ingiustizia ermeneutica, l'emigrazione qualificata viene interpretata come una forma di mobilità collocata in una zona intermedia tra costrizione e scelta volontaria, nella quale il diritto a restare emerge come una libertà civile fondamentale, condizione necessaria affinché anche la scelta di partire possa dirsi realmente libera. L'analisi del discorso pubblico, condotta attraverso articoli di giornale, discorsi politici e politiche pubbliche, mostra come la narrazione dominante tenda alternativamente a celebrare o a colpevolizzare il migrante, occultando le responsabilità istituzionali e privilegiando risposte prevalentemente simboliche rispetto alle cause strutturali del fenomeno. La tesi conclude che il problema non risiede nella mobilità in sé, bensì nella frequente assenza di condizioni che rendano effettivamente possibile scegliere se restare nel proprio paese.

This thesis examines contemporary skilled Italian emigration by challenging the dominant "brain drain" narrative, which portrays emigration as the outcome of individual free choice. It argues instead that this interpretation obscures the structural constraints that limit individuals' effective capacity to choose. The research adopts a theoretical and interpretive approach, complemented by a qualitative analysis of public discourse. After reconstructing the evolution of contemporary Italian emigration, highlighting the shift from the material necessity that characterized past migration waves to the current constraints associated with precarious employment and diminishing opportunities, the thesis develops a theoretical framework drawing on the contributions of Amartya Sen, Axel Honneth, and Miranda Fricker. Through the distinction between formal and substantive freedom, the theory of recognition, and the concept of hermeneutical injustice, skilled emigration is interpreted as a form of mobility situated in an intermediate space between coercion and voluntary choice, in which the right to stay emerges as a fundamental civil liberty and a necessary condition for the decision to leave to be considered genuinely free. The analysis of public discourse, based on newspaper articles, political speeches, and public policies, shows how the dominant narrative alternately celebrates and blames skilled migrants, thereby obscuring institutional responsibilities and privileging predominantly symbolic responses over measures addressing the structural causes of the phenomenon. The thesis concludes that the problem does not lie in mobility itself, but rather in the frequent absence of the conditions that would enable individuals to make a genuine choice about whether to stay in their country.
